中文摘要 | 十九世紀工業革命以來,因為大量使用化石能源,使得溫室效應氣體之排放日益增加,如果不加以管制,將會造成全球氣溫上升,迄今廿一世紀全球均關切因而引致的氣候與環境嚴重變遷。台灣中油公司為國營公司,協助政府規劃二氧化碳地質封存責無旁貸,本文即提出並說明台灣中油公司擬規劃進行的一個地質封存之先導型試驗。文中先分別介紹國外挪威北海Sleipner CO2地質封存計劃、加拿大Weyburn油氣增產與CO2地質封存計劃、美國Frio先導注儲計劃、日本Nagaoka先導注儲計劃、澳洲Otway示範計劃,以及國內舊氣田地下儲氣之相近案例經驗。進而說明本計劃利用在台灣陸上探勘多年所累積的資料、資訊、知識、技術與經驗,篩選出數個可能之候選場址,擬擇一進行小規模的先導注儲試驗。文中依序說明本先導型試驗擬先進行之CO2注儲先導型試驗工程可行性研究、二氧化碳地質封存先導試驗之工程執行規劃,細述工程執行應考慮之流程與應規劃考慮之執行事項。工程可行性研究係針對工程施工進行前的評估規劃,收集並檢視可行性技術,考量所需費用,評估經濟可行性,並撰擬工程發包書。CO2地下注儲先導性試驗工程需考量注儲層評選、注氣井位/監測井位規劃、注氣井/完井工作規劃設計、監測工作規劃設計、震測及監測井之監測規劃、經費估計與經濟可行性評估,最後是撰寫工程發包書等工作。這將是台灣發展商業化CO2地質封存的重要基礎。地質封存之風險主要為封存量估算誤差或封存效果不如預期等經濟考量而非安全顧慮。建議政府宜責成專責單位,統籌各方資源,建立合作平台推展相關研究,同時加速水層注儲潛能調查,供研議有效控制CO2排放政策之參考。 |
英文摘要 | Ever since the industrial revolution in the late nineteenth century, the emission of greenhouse gas increased rapidly due to the massive use of fossil fuel. If the situation continues, it would not only result in a significant global warming, but also serious environment and climate change. As a state-owned company, which is responsible for executing Government's policy, CPC Taiwan is therefore planning a CO2 geo-sequestration pilot project to validate the CO2 mitigation technology.A few geo-sequestration examples, including Sleipner project in North Sea Norwegian sector, Weiburn EOR/CO2 geo-sequestration project Canada, Frio pilot project Texas USA, Nagaoka pilot project Japan and Otway demonstration project Australia are briefly described in the paper. Moreover, development and operation of the TCS underground gas storage in central Taiwan are also introduced. Having integrated the knowledge and experience that CPC has accumulated in the past 60+ years, a few candidate sites have been identified and selected to conduct the CO2 geo-sequestration pilot project. Feasibility study, planning, Front End Engineering Design (FEED) and some executive concerns are discussed. The feasibility study mainly consists of evaluating available technologies, economic viability and setting the tendering specifications. FEED, on the other hand, focuses on the evaluation of the storing formation, the preparation of the tendering documents and positioning of injection, monitoring wells, completions, monitoring program, seismic data acquisition, cost estimate and economic analysis. This will be a very crucial foundation for the development and commercialization of CCS technology in Taiwan.The biggest risk of geological storage of CO2 is either due to over estimating the storage capacity or the sealing issue, but not because of the safety issue. It is strongly recommended that the government should assign an agency that can pull together various resources and form a consortium to carry out relative researches, as well as the investigation of the potential saline aquifers for storing large volume of CO2. It is essential to assist the government to find an effective pathway to control the CO2 emission of our nation. |
