中文摘要 | 近幾年來,由於專科學校改制技術學院及技術學院改名為科技大學,使得高等技職教育大幅擴充,雖然充分滿足社會大衆對高等技職教育的需求,卻也產生質量失衡的困境。本文藉由高等技職教育體制改革的形成背景、制度建構及組織運作之探討,揭示改革過程與環境變遷的互動性以及國家和學校組織對正當性的需求,剖析在政治、經濟、社會多元力量交互作用下所形成的改革過程,來反省高等技職教育體制改革的意義及其衍生的問題,以作為持續進行的體制改革過程之政策制定及實施的參考。 |
英文摘要 | During the last few years, for junior college/college of technology upgrading to technical college/university, higher technological and vocational education in Taiwan has been substantially developed. Although it fully satisfies the educational need of general public, it creates the dilemma of quality/quantity unbalance. The purpose of this paper is to explore the backgrounds, the formation of upgrading regulations, and the operation of school organizations of higher technological and vocational education system reform. The study reveals the mission of system reform to help country and education organizations match the legitimacy, analyzes the interaction of political, economic, and social powers in the process, and raises reflections for the meanings and problems of the education system reform. Lastly, the study is hopefully to be worthy reference in the stipulation and implementation of educational policies. |
