中文摘要 | 自《1988 教育改革法案》實施以來,英國教育變革頻仍。在諸多改革當 中,學校體制的變革是核心對象,如何透過調整學校的組織結構、運作方式、 家長參與與其他企業合作,以支持、輔助學校的經營與發展,成為新一波政策 的訴求。本文旨在探索2005 年出現之信託學校,瞭解此新式學校體制的運作方 式、特色,並以一所初等學校轉型為信託性質為例,解析英國學校體制改革之 過程與經驗後發現,信託學校的成立目標主要在增進學校的運作彈性與自主性, 藉由與外界合作夥伴關係,導入各種公私立組織的知識、技能與管理能力,協 助學校的經營與效能。但是批評者指出,上述的政策目標並非能完全達成,甚 至自主空間也不若以往的學校體制有企業邏輯滲入的隱憂,以及體制過度分流 所導致的社會不公平問題。 |
英文摘要 | Since the introduction of 1988 Education Act a large scale of educational reforms have been launched by the British authorities. Among the reform initiatives, comprehensive restructuring of school institutions has been the principal strategies with the intention of aligning school organizational structure, modes of school control, increasing the parental involvement and cooperating with other stakeholders. The main aim of this paper is to explore the trust school recently started in 2005 with the emphasis on the operation mode and features of this new type of school. Furthermore, a primary school is used as a case study to illustrate the process and experience of transforming into trust status. It is revealed that the emergence of trust school is intended to improve operation flexibility, autonomy, and involvement of external cooperative partners in order to enhance organizational knowledge, skills and management ability. However, the opposition camp is concerned with the possible negative outcomes of introducing trust school into schooling system. Particular attention has concentrated on the invasion of enterprise ethos into education sector, its self-controlled admission policy potentially posing a threat to underprivileged student groups and the 'over-stratified' school types that might dampen the social equality. |
