中文摘要 | 積極公民素養如何養成一直是終身教育中成人學習一個重要的面向。然而,隨著社會變遷和市場化影響,終身學習的主流論述中提倡了因應知識經學習、技能與就業力等符合市場導向的觀點,還有在生活世界中民眾無法實質參與公共政策過程,以及整體社會情境面臨著權力和貨幣殖民的困境,令成人教育致力於創造民主參與的教育空間,進而形構民眾積極性公民想像,成為現今社會迫切的課題。 審議民主為近年來西方公共治理領域提出的新的公共參與典範,重視民眾與國家間的夥伴關係,也主張從「互動」到「對話」的公共參與。基於上述理論價值,發展出多種實務推動模式及工具,嘗試在代議制度與公部門公共政策行政之外,創造政策影響之多元利害關係人表達見解、參與決策的機制。 本論文以鹽水溪工業帶願景工作坊作為觀察案例探討審議民主過程公民學習的樣貌,研究採用參與觀察以及深度訪談,瞭解參與者在參與審議民主討論過程後積極公民素養的學習歷程。 |
英文摘要 | Active citizenship is one of the most important issues in adult education. It has been deteriorated under the pressure of social change and martketization, and little accessibilities to decision-making process in public policies. Deliberative democracy is a new paradigm of public participation in western society, it stresses on the partnership between citizen and nation, and advocate from “interaction” to “conversation” rational. It tries to pave way for citizens to engage in public policies process, people can get informed and also have power to influence decision. The paper tries to portrait the process of learning active citizenship through introduction and localization of deliberative democracy, and works on a case study of scenario-workshop of Yen-Shui Creek Basin in Tainan city and Tainan county. The paper will focus on discussions about what participants learned about active citizenship in the workshop and implications on introduction and localization of deliberative democracy. |
