中文摘要 | 評鑑型政府的興起是 1980 年代以後西歐高等教育發展的重要特徵,評鑑型政府將品質、效率與績效原則舉為圭臬,並偏好使用蘊含市場邏輯的政策工具,其形成不僅重構了政府與大學的角色與定位,更影響西歐國家的大學治理政策之內涵 。反觀我國,近年高等教育改革也出現與西歐國家類似的意識型態與改革途徑,爰此,本研究以英國和法國為例,探討西歐評鑑型政府之緣起、特徵、影響與問題,期能藉此對我國高等教育發展趨勢進行反思,被提供我國以評鑑型政府為特徵之大學治理政策的參考與借鏡。 |
英文摘要 | The emergence of the “Evaluative State”in the higher education systems in Western Europe could be regarded as one of the most important evolutions since the 1980s. Evaluative states, embracing the standards of quality, efficiency, and accountability and favoring policy Look rusted in the rule of market logic, nod only reconstruct the roles of governments but now also greatly influence Western European university’s in their policy creation. In line with Western Europe, recent higher educational reforms in Taiwan have shown similar ideological shifts, Hence the present study which surveys examples in France and the UK and provides analysts of the origin, traits, impacts, and problems of evaluative states in Western Europe, This analysis reflects on the current development of higher education in Taiwan and sheds light on the application of the idea of “Evaluative State” in higher education in Taiwan. |
