中文摘要 | 全球暖化及氣候極端異常現象已成為近年各國最熱門及最受關切的議題。而能源需求量更在新 興市場國家的擴大內需方案大力推動及其所產生之高度經濟發展下,再度產生短缺問題。為 此,各國政府一致認為抑制溫室氣體(CO2)的產生已到刻不容緩的地步,且必須儘快提出更 有效的節能減碳政策因應。 然我國各部門能源消費量仍屬工業部門居最高者(約51.7%),運輸部門則仍居次高(約 13.1%)。對於工業部門,政府單位除持續依循1997年12月在日本京都由聯合國氣候變化綱要 公約(United Nations Framework Convention on Climate Change, UNFCCC)參加國三次會議制 定的《京都議定書》(Kyoto Protocol)規定,雖臺灣非屬簽署國之一,但對於環保議題之實踐 上,更不能置身事外,是以除訂定本國相關針對工業部門之CO2 排放量管制政策及目標外,對 於運輸部門之能源消費量部分,更應設法提升運輸工具之能耗效率或大力提倡節能運具。無庸置疑,自行車因無須耗能可謂是最佳之綠色運具,惟因臺灣地區的整體運輸硬體環境欠佳 以及民眾對於應禮讓行人之駕駛行為亦未大幅改變,故積極提倡該運具之使用,則有其困難度 及危險性,若能將自行車當成一般休閒活動之運具應較具有其可行性。另相關文獻中亦顯示軌 道運輸系統應為自行車運具以外,屬節能的運輸工具之一,即僅就以捷運本身與其他運具(如 公車、機車及小客車等)之能耗比較相對為低。然該系統能耗問題應如何以較客觀方式作多面 向之分析,將於本文中依臺北捷運系統2006至2009年之營業用電情形為例,加以探討其旅客 運送環境效率性問題,並針對捷運系統之相關型式分類狀況,以該效率指標水準作一敏感度分 析及提出目前政府相關因應作為與建議,以供各方參考。 |
英文摘要 | Global warming and extreme weather anomalies have become the most popular issue in many countries in recent years. The energy shortage is derived from stimulating domestic demand in the countries with emerging market and their vigorously promoting a high degree of economic development. To this end, governments consistently agreed to curb greenhouse gas (CO2) production, which has reached a critical state, and a more effective policy to reduce carbon emissions should be adopted as soon as possible. However, the energy consumption in every sector in our country still ranks highest in the industrial sector (about 51.7%), while the transport sector continued to hold the second highest (about 13.1%). For the industrial sector, the government continued to follow "Kyoto Protocol" (Kyoto Protocol) laid down by the United Nations Framework Convention on Climate Change (United Nations Framework Convention on Climate Change, UNFCCC) Third Session of the participating countries in December 1997 in Kyoto, Japan. From the convention, provisions are formulated, although Taiwan is not one of the signatories, the active response to environmental issues is still a must. Besides the policies and goals made for the CO2 emissions for the related industrial sector, our country should seek to enhance the energy effi ciency or vigorously promote energy conservation in the transport sector.There is no doubt a bike is the best green conveyance without consumption of energy, but because of Taiwan's overall poor transport physical environment and people's poor driving manners that they should give way to pedestrians, it is diffi cult and dangerous to actively promote the use of green conveyances such as bikes. However, making bicycles a general leisure activity is more feasible. Other related literature shows that rail transportation system is one of the most energy-effi cient means of transportation besides bicycles, that is, only in respect to rapid transit and other conveyance (such as buses, scooters, motorcycles and automobiles, etc.), whose energy consumption is comparatively low. However, how to provide objective and multiple ways of analysis on the energy consumption of the system will be presented in this research. To take the Taipei MRT System from 2006 to 2009 power utilization situation, for example, the problems will be investigated such as the environmental efficiency of passenger transport, and type of rapid transit system for the classification of conditions related to the efficiency indicators, and standards for making a sensitivity analysis. This should provided results for the current government and related parties for reference. |
