中文摘要 | 台灣地區近年由於生活水準提高,每年的汽機車數量皆在持續成長中,在地狹擁擠的交通環境中,汽機車成長數量已遠超過原本道路設計時所預估的道路容量。因此,不僅使得道路的服務水準降低,交通事故發生頻率也隨之提高。根據內政部2006 年統計 資料,全台每174 分鐘就會發生一件交通事故,車禍問題普遍存在於目前台灣的交通環境中。 目前車禍肇事鑑定方式採用「道路交通事故現場圖」及肇事雙方筆錄當參照。但一般肇事者常為規避肇事責任,故意謊報當時車速,又或者鑑定人員存有過重之個人主觀意識及刻板印象,造成鑑定結果不公。所以如果在「道路交通事故現場圖」中,能夠詳 細及精確還原出肇事現場,進而比對肇事雙方筆錄,便可增加鑑定結果之公正性。 本研究以國內近2 年易肇事路口為對象,透過異質資料庫連結方式,利用Google 電子地圖搜尋建立易肇事路口空照圖資料庫雛型,提供行車事故鑑定委員會、警政交通單位以及一般民眾使用。此外,本研究以上述易肇事路口空照圖資料庫為基礎,藉由與其他資料庫連結以及撰寫程式,提供加值資訊與應用,包括提供肇事分析輔助資料、產生單一路口碰撞構圖之初探、透過Google Earth 介面分析路口事故之可能原因以及改善目前 員警警繪圖對於事故地點道路路形描述之準確度。 |
英文摘要 | In recent years, Taiwan's higher standard of living, the number of motor vehicles is continuing to grow. In the crowded traffic environment, the volume of motor vehicles has exceeded the capacity of the original road design. Therefore, not only caused the road service level to reduce, the traffic accident occurred frequency also along with it enhancement. According to statistics of Ministry of the Interior in 2006, every 174 minutes can have a traffic accident. The traffic accident question is existing in the present Taiwan's transportation environment. At present the accident identification methods use the road traffic accident scene drawing and bilateral record as reference. Generally the responsibility of the perpetrators often as to avoid the accident, the speed was intentionally false, or there is excessive weight of the persons identified in the subjective consciousness of individuals and stereotyping, resulting in identification of the results of injustice. So if the road traffic accident scene drawing to restore the detailed and accurate out of the scene, and then compared the incident both transcripts, it will increase the fairness of the identification result. In this study, nearly two years of domestic accident intersection of objects, through a heterogeneous database link, using Google Maps search for the establishment of electronic accident intersection prototype database of aerial photographs to provide traffic accident evaluation committee, police traffic unit and the general public use. In addition, this study and to the above-mentioned prone accident intersection aerial map database based on the database through other links, and write programs to provide value-added information and applications, including the provision of accident analysis of supporting information, to produce a single intersection collision of his compositions, through the Google Earth interface for analysis of the junction of the possible causes of the accident, as well as to improve the current police officers and police drawing shape of the road for the site of the accident described in accuracy. |
