中文摘要 | 澳洲的職業教育與培訓制度與中小學教育、高等教育並立,本文先就職業 教育與培訓制度及其在澳洲教育體制中的位階概述,之後探討澳洲政府近年來 致力於學校教育與就業聯結之措施及其問題,歸納其特色及成效為:行業與企 業在澳洲職業教育與培訓制度中具有諮詢及領導作用、中學十一年級與十二年 級學生留校率提升、對弱勢學生從學校轉移至工作或接受繼續教育具有成效; 其衍生之問題則包括:參與技職教育與培訓學生多為弱勢學生,未能充分達到 社會公平理想;職業教育的尊嚴仍須提升、以及學科與技能內容出現割裂現象。 雖然澳洲職業教育與培訓制度仍有尚待改善之處,但其已具有世界級水準以之 能力本位培訓模式,應能提供我國高職教育「他山之石」的參考與啟發。 |
英文摘要 | This paper studies the policies and strategies taken by the Australian government to build a close relation between secondary school and vocational training. The paper begins with a review of the Vocational Education and Training System (VET), then continues with a discussion on the issues and problems of VET in schools, especially the problems of employability. Our review of literatures and official documents points out the following characteristics and issues of VET: (1) Since the industries play an important role in the Australian VET; the retention rate has been raised for the 11th and 12th grade students. (2) Disadvantaged students get more benefits from the strategies of VET. Despite this fact, there are still some problems of grave concern, such as the question of how to make vocational education more esteemed. |
