中文摘要 | 瑞典是首先將回流教育具體形諸於政策的國家,高達2/3 的民眾參與各類 型的成人教育活動為世界之最,也是終身學習的代表性國家。據此,本文以文 獻分析法來探討瑞典回流教育的實施情形,借鏡其經驗,反思我國發展。最終 歸納提出政策計畫之推動「二五:四」制度的入學原則、提高主導層級,政策 執行之與企業結合開設班別、加強以成人為中心觀點的實務設計、規劃完善的 財政補助體系、訂定帶薪學習獎勵之規準及方式,以及政策評鑑之強化品質管 制、擬定學習目標及訂定具體評鑑指標等三項層面之八項具體建議,期使我國 回流教育政策能更加貼近民眾的需求,並藉之邁向學習社會之林。 |
英文摘要 | Sweden is the first country to put recurrent education in concrete practice. More than 2/3 of people participate in all kinds of adult education activities. Sweden is not only on the top of the world, but also the representative country of recurrent education. This article is an historical analysis of how Sweden puts recurrent education into practice. Relying on Sweden's experience, we examine the development of recurrent education in our country. Three categories of how to enhance the quality control of policy evaluation, to set up the goal of learning and to concrete evaluation index are taken for our study. From then, we suggest 8 steps for recurrent education: to motivate "25:4" enroll principle, to heighten the level of leadership, to execute policy, to cooperate with enterprises and establish courses, to plan complete supply system of finance, to encourage the regulations and methods of on-job learning. In this way, we hope the policy of recurrent education can cater to people's need and get in the row of learning society. |
