中文摘要 | 政府長久以來對公有土地是採地權處分管理、以財政收入為考量的政策方向,又 因缺乏綜合、具體之土地資源開發利用指導方針及無永續經營之理論與適當之自然生態保育 計畫,肇致各類土地呈現不當利用或低度利用情形,使廣大的公有土地未能真正達到合理、 公平、有效的開發利用,因此本研究針對臺灣地區之公有土地,利用分析階層程序法,建立 一套開發利用評估指標體系。 研究結果顯示環境保育、永續經營原則下之敏感地區之永續維護、政府保有公地所有權 及土地資源再利用原則等指標,最為重要;其次是效率、經濟原則下之選擇最適當的開發方 式,與公平、公平開發原則下之公地優先公用原則,相當重要。依此結果,引申公有土地開 發利用政策之涵意重點為,在公地公有之條件下,應首先以環境保育利用為前前提,之後再 追求經濟上之效益。因此,政府欲釋出公有土地所有權之政策,似宜謹慎評估後再推動。 |
英文摘要 | The policy on public land managment in Taiwan area has been financial- oriented for a long time. WIth the lack of a comprehensive guideline for the use of land resources and a natural conservation plan, public land in Taiwan are not used properly. This paper attempts to set up a set of the evaluative indicators of public land use in Taiwan area by using Anslytic Hierarchy Process. The results show that the first layer of the indicators icludes environmental, equal, and efficient considerations. The second layer of the indicators includes sustainable managment, economic principles, reasonable planning and allocation, equal development right, easy for implementation, public, share with land value and professional development. The third layer includes twenty-six indicators, sustainable managment for sensitive area, land right owned by government, sele- ction of proper development technique, reuse for land resources and public land for public use are the highest ranking indicator among the twenty-six indicators. These findings imply that the government should carefully evaluate the policy of releasing public land to private users. |
