中文摘要 | 輔導網路係一橫跨在學校系統、社會支援系統、社區資源、醫療網路與社會輔導系統之組織,旨在整合各單位之資源,共同協助輔導工作,提供健全之環境及補救策略,有效導引青少年發展,減少青少年問題行為,進其身心健康,增益社會祥和。 本研究即是針對新竹縣輔導網絡計畫之各項工作重點,藉由CIPP(背景、輸入、過程、結果)評鑑模式所發展出來的評鑑量表、活動量表、工作量表、電話諮詢記錄表等研究工具,所進行的一項方案評鑑。研究結果發現: 一、CIPP評鑑量表: (1)新竹縣各鄉鎮網絡中心皆能配合教育部工作計畫擬定實施計畫;(2)在宣導方面,多數網絡中心皆能藉各種集會、活動附加宣導,且漸多樣化,然成效有限,評鑑委員建議宜適度運用視聽媒體,並對網絡服務項目和功能加強宣導;(3)在經費方面,多能充份運用,然建議教育部能每年核撥固定經費,並及早核發,以便能及早擬定計畫,確切落實而無後顧之憂;(4)在員額編制方面,雖普遍不足,然多數網絡中心之執行人員工作努力,對網絡工作不遺餘力,但有無力感。評鑑委員建議應減少執行人員之授課時數,以及減輕非相關之工作,使其專注於輔導網絡工作上,或另設專人負責,並建議爭取一般教師之認同及協助;(5)在主題資源庫方面,資料已初步蒐集完畢,尚待建立中;(6)在設備方面,硬體設備齊全,足夠使用;(7)在社區資源方面,有些鄉鎮資源不足仍能結合現有之資源,誠屬不易,而多數網絡中心皆能結合鄉鎮內之社會機構、社區人士,然具有網絡概念及實際參與協助者不多,故仍有待加強。 二、活動量表: 活動參與者多數認為結合社區資源,可使輔導工作做得更好,並同意輔導網絡的建立可使學校與社區資源相結合,是個很好的計畫,以及活動可以幫助學生建立良好的生活行為與態度。活動參與者多數認為學校活動舉辦得很好;然而活動參與者仍以學生為主,其對於輔導網絡的概念仍嫌薄弱,故網絡概念之宜導仍有待加強。 三、工作量表: 網絡中心工作人員認為,所舉辦的活動有助於傳遞健康的概念給參與者,並能符合學校的需要,以及非常同意輔導網絡的建立可以使學校與社區資源相結合,是個很好的計畫,亦認為教育與輔導工作是全體國民的責任,而非僅由學校單位負責,並認為實施的困難為社區民眾時間配合不易,延續募款不易等。 四。電話諮詢專線紀錄: 電話諮詢專線之諮詢者多半是學校師長,其次為父母,再其次為求助者本人。諮詢者諮詢最多的問題為網絡業務,其次為校外生活問題,第三為人際關係問題;而轉介機構以學校最多,其次為父母、長輩;至於追蹤情形,因無記錄故無分析。然知悉此一電話諮詢專線者甚少,此專線之應用多數為網絡中心間業務往來,故仍有待加強宣導,以廣為人知,並能善加利用。 |
英文摘要 | A referral program is a counseling network which integrates school systems. support systems, social support systems. medical systems and social counseling networks. The puropse for establishing a referral program is to ally resources from agencies so as to conduct youths towards maturation, to eliminate juvenile probles and misdeeds, to foster their mental and physical health anbd to enhance the peacefulness of the society. This study aims to evaluate the referral program of Hsinchu County by applying various evaluation scales derived from CIPP evaluation model (context, imput, process and product), focusing on the cores the program was devised to accomplish. There were three types of tasks in the referral program, including (1)managenent-oriented tasks:(2)activity-oriented tasks; and (3)information-oriented tasks. To evaluate the above-mentioned tasks, the study developed three types of methodologies as follows:(1)the CIPP (context, imput, process and product) evaluation scales; (2)the survey including the activity scale and the task scale; and (3)the document review such as the telephone consultation record. The findings showed that: 1.CIPP Evaluation Scales: (1)Most referral centers for the counseling network located in towns and villages are cooperative and had mapped out plans for the program. (2)Most referral centers are making the most of assemblies abnd activities for promotion of the program; yet their varied schemes have not yielded much fruit. The researchers suggest that, first, mass media should be more widely applied, and second, the services and functions of the network should be highlighted in their announcements. (3)The centers have effectively exercised funds; they hope that Ministry of Education will manage to be consistent in distributing stable amount of budget to referral centers in early beginning of the year so that annual plans can be devised and performed soundly. (4)The number of staff members those centers are allowed to employ is limited; while most paricipants in referral centers work with ardent valor they also feel helpless. The researchers suggest an alleviation of teaching loadings and irrelevant tasks or assignemtn of specific tasks to certain members. Centers should also attempt to win common teachers' approval and assistance.(5)To establish the data banks, participants have undertaken preliminary exploration for pertinent information. (6)Machinery apparatus is sufficient for application. (7)As for community resources, though lacking in facilities, some towns and villages have managed to link available resources. However, while most referral centers are trying to bridge institutions of the society with human resources of the community, there are still few who fully realize the concepts of referral network and practically participate. This is where the job leaves to be improved. 2.Activity Scales: Most participants assert that connection of resources from the community will certainly better the referral tasks. Being affirmative about the idea of establishing a referral program in that it unites resources of schools and communities, they also agree that related activities help students build up decent behaviors and attitudes. Participants remain positive about campus activities; nevertheless, members of the participants are mostly composed of students whose notions about the referral network are inexplicit. For people to further grasp the concepts of the referral networks, more efforts have to be made for progagation. 3.Task Scales: Staff members at referral centers consider related activities help spread healthful thoughts among participants when they meet guidelines of schools at the same time. The faculty deem the establishment of the referral network as a nexus between schools and surrounding communities. They view education and counseling as missions of all citizens on this island rather than assignment for schools exclusively. Dilemmas they have encountered up to now are related to citizens' timetables--which do not always fit the program--and to the problems they have in consecutive fund raising. 4.Telephone Consultation Record: Roles of telephone counselors are assumed mostly by teachers, parents, and the students themselves. Questions most asked during counseling are the business of the referral networks, life outside the campus and interpersonal relationships. Roles of referral institutes, on the other hand, are taken mostly by schools, parents and other senior adults. No records of successive tracking are available for analysis. One phenomenon is that few people are informed of the access to this cunseling line; most callers utilize the line for business affairs among referral centers. It takes publicity to make the resource well-known and fully utilized. |
