中文摘要 | 本研究以社會排除為主要概念,利用深度合談法,從失業勞工和就服機構從業人員的觀點,探討當前就業政策是促進社會融合亦或造成社會排除?這些受訪者如何看待現行就業政策?政策是否落實到需要的目標人口?是否將失業者重新納入勞動市場?研究發現,由於現行就業相關法令及政策的制定設計與運作過程中的不完善,反而進一步形成及強化弱勢勞工的社會排除,使其被排除在國家就業政策之外。文末並根據研究結果,提出進一步完善這些制度的政策建議。 |
英文摘要 | This subject is to focus and base on social exclusion as concept instruments. By way of in-depth interview, to probe into these relationships between employment policy and social exclusion which promote social inclusion or cause social exclusion base on the view of unemployed laborers and service workers. To explore how interviewers look upon current employment policy. On the other hand, whether or not the policy are put into effect and focus on targeted population. Besides, the current employment policy has again yes or no subsumed unemployed laborers into labor market. The findings are the results of excluding some laborers out of employment policy, also forming consolidating social exclusion due to the incomplete device of employment policy and process of operation. Some following recommendations are made for further study to these policies according to these research findings. |
