中文摘要 | 大台中地區每日民生及工業供水量超過130萬CMD,其原水主要取自大甲溪之石岡攔河堰、鯉魚潭水庫及區域內平原地區之地下深水井等三種。在正常情況下,大甲溪之原水供給量可達90萬CMD,不足之40萬CMD,才由鯉魚潭水庫及地下深水井支援。惟1999年九二一大震災後,大甲溪上游集水區之水土保持受到嚴重破壞,每逢颱風豪雨,洪水常挾帶大量土沙沖洩至石岡水壩,導致取水口原水之濁度急速飆昇,使得仰賴大甲溪原水之豐原浄水場當無法正常操作,甚至須以關廠來防止設備受損。而供水量驟減時,大台中地區必須實施部分區域停水,常引發民怨,解決此問題乃當務之急。 本研究針對大台中地區原水來源之穩定性進行探討,因大甲溪中上游集水區於九二一大地震時水土保持被嚴重破壞爲造成原水供給失衡之元兇,而由石岡水壩原水取水口歷次豪雨所致原水濁度之資料進行分析發現大甲溪原水濁度升高之原因,係大地震時土層遭到破壞而鬆散加上颱風豪雨之強烈沖蝕所致。別爲尋求大甲溪颱風豪雨期間穩定可靠之替代水源,經以大甲溪中上游集水區及其支流之現況調查結果分析研擬之緊急改善策略方案如下: 一、颱風豪雨期間若大甲溪上游集水區與食水嵙溪集水區均有降下豪雨時,因食水嵙溪集水區之物理修件可以其水量支援豐源浄水廠以供應大中地區。 二、若大甲溪上游集水區豪雨導致大甲溪濁度昇高,而食水嵙溪集水區僅小雨或未下雨時,因食水嵙溪之水量並未增加而支援有限,則可考慮混合八寶圳渠道之灌溉用水以技援豐原浄水廠供應大台中地區。 三、在食水嵙溪因水量不足無法支援豐原浄水場時,在取得台電同意下,水原涵養功能佳且無工廠廢水污染,測可埋設導水管以台電「馬鞍發電廠」後池之原水以支援豐原浄水場。 四、在狀況最壞之情形下,則可考慮在豐原浄水廠及大甲溪之間施設初沉池以降低濁度:惟需考慮在用地取得無虞之情況下才爲可行。 |
英文摘要 | It is over 1.3 million CMD water supplying for the residensial and industry consumption in the Taichung Metropolitan Area. The sources of water mainly supplied by Shih-Gang Weir in Da-chia River, Li-Yu Reservior, and wells. Normally, Da-chia River supplies 900,000 CMD water, and Li-yu Reservior and wells make up the deficiency (400,000 CMD). However, either the Chi-Chi earthquake happened in 1999, the balance was broken. Since the soil and water conservation of watershed areas have been seriously damaged at Da-chia River upstream area, Shih-gang Weir usually deposited huge volume of soil and sand carried by floods when Typhoon attacked, and caused the value of water turbidity raising, As a result, the Feng-yuan water treatment plant which connected with Da-Chia River could not operate normally, sometime may need to be closed to prevent the water plant from being damaged. But water be cut off suddenly that means people should use water on shift, and will bring out lots of complains from them who live in the Taichung Metropolitan Area, so it is an emergency to solve this problem. The study discusses the stability of water supplying system in Taichung Metropolitan Area. It is to understand the reason for the imbalance of water supplies dure to the damaged soil protection system after 911 earth quake in the beginning. Secondly, the analysis of turbidity degree growing is due to the frequently destroyed water collection outlet from serious typhoon flood. Thus, the two main reasons of the 911 earth quake and the typhoon flood result in the high turbidity degree. So, the strategy of the stable water supplies during the period of typhoon flood has been presented through the upper and middle part of the Da-Chia River as follows: 1. During the period of typhoon flood, if both of the Da-Chia River and the Shr-Shuie-Ke Creek rains heavily, the Shr-Shuje-Ke Creek can support the Feng-Yuan water tereatment plant to supply clean water for the people in Tachung Metropolitan Area. 2. If the turbidity of Da-Chia River due to flood is being high, as well as the the Shr-Shuie-Ke Creek only have small rain or is sunny, it can not support supply water. Then The Pa-Pao channel could be considered to supply the water to Feng-Yuan water tereatment plant. 3. If the water supplies is insufficient for Feng-Yuan water tereatment plant, under the agreement of Taiwan Electric Company, the water pipe from rear pool of the Ma-An could be built to supply Feng-Yuan water tereatment plant. 4. Under most serious condion, it could be considered that the early drop pond is built to reduce the turbidity degree between the area of Feng-Yuan water tereatment plant and Da-Chia River. If so, it must consider to get the land for conatructing above construction without Problems. |
