中文摘要 | 由於都會區垃圾產量的激增,加上各地垃圾掩埋場陸績飽和及垃圾焚化廠興建工 程進度的持續落後,使得妥善處理垃圾問題成為政府當前的首要工作。資源回收及再利用不 但可以抑制垃圾量的增長,並可提供相當可觀的回收利潤,故成為目前各單位積極推動的政 策。而資源回收桶的設置可增加一般民眾資源回收的管道,並打破現今每週僅有一天資源回 收日的限制,以增加民眾丟棄的便利性,對於日後資源回收分選廠的營運方可提供前置收運 系統的佈署方案。故本研究將以模糊多目標的建模,進行資源回收子車設置及收運系統規劃 ,在綜合考量服務人口最大化、民眾行徑距離最短化及收運成本最小化的前提下,提供決策 單位不同設站條件的方案規劃。 本研究為提高非線性 0-1 混合整數規劃模式的運算效率, 特以基因演繹法進行求解,並以高雄市苓雅區進行案例研討,探討不同目標間之折衝對決策 方案的影響。 |
英文摘要 | Due to the increasing trend of slid waste generation, continuous landfill closure, and the reluctance of siting and building more incineration facilities, seeking for the proper alternative for solid waste management would be of significance for the government agency. Recycling, however, has beenrecognized as an economic and feasible solution for solving the existing solidwaste management issues in Taiwan. To ease the inflexible situation of currentsolid waste recycling program, which only allows res dents to bring theirrecyclables to the curbside one day per week, siting fixed recycling drop-off network would be a convenient approach to those residents. On the other hand, it would become an effective approach for possible evaluation of how the recyclablescan be collected to support a steady state operation for future centralized material recovery facilities. This study explores the application of fuzzy multi-objective programming modeling with the aids of genetic algorithm solving approach for achieving an optimization analysis of siting recycling drop-off stations. The practical implementation has been assessed by a case study using one administrative district as an example in the city of Kaohsiung in Taiwan. It shows that the optimization modeling turns out to be an essential tool for theevaluation of recycling policy in the future. |
