中文摘要 | 隨著資訊科技的快速進步,中小企業如何連用資訊科技來獲得競爭優勢以及處理企業內部的相關事務,使組織營運更具有效率和效能,為當前重要的研究議題。然而,儘管多數的研究報告指出,資訊系統委外市場前景看好,但國內環境卻尚未成熟,顯示中小企業資訊系統委外議題仍有很大的發展空間。現有國內外文獻,多為探討資訊系統委外個別層面議題,並針對特定行業或機構為研究對象。本研究期藉由整合資訊系統委外相關之文獻,將資訊系統委外相關議題及模式作一全面性的分析及探討。研究中採用紮根理論,以IEEE/EIA 12207軟體生命週期為基本雛型,從多方面做更廣泛且整體性之討論,藉以建構一系統化的資訊系統委外模型架構。 研究結果將中小企業資訊系統委外相關議題歸納為主要、支援、組織三大生命週期作業。原架構中主要生命週期之「供應」流程在本研究中已不存在,而支援生命週期則增添「關係管理」之流程。組織生命週期中「基本建設階段」,亦修改為「溝通階段」。此一系統化之架構,期能協助中小企業資訊系統委外持有個正確的方向及評估,亦可做為資訊系統委外時的指導方針,提供政府邁向資訊化、中小企業予以制訂委外決策時之考量有所了解與幫助,以及學術界進行相關或進一步研究之參考。 |
英文摘要 | The fast improvement of information systems has made it essential for enterprises to utilize information technology in order to gain an advantageous position in the market and to handle internal activities geared toward organizational efficiency and efficacy. However, despite the presence of numerous studies which indicate the potential of information system outsourcing especially in the future, there is a paucity of such studies in the local setting. Therefore, there is much room for the expansion of information systems in terms of outsourcing. In recent studies, the trend has been to focus only on one concept, and to involve specific industries or institutes as the research target. In comparison, this study examines all the concepts and issues related with information system outsourcing in terms of its critical success factors, risks involved, decisions entailed, evaluation factors, contract items, management issues, and so on, in addition to integrating relevant literature about enterprises in order to holistically discuss the issue. In this paper, we utilize the IEEE/EIA 12207 software life cycle to generalize three main concepts including primary life cycle processes, supporting life cycle processes, and organizational life cycle processes in a distinctive approach. As a result, we remove the "supply process" from primary life cycle processes, and the "infrastructure process" from organizational life cycle processes, as well as add the "relation management" to supporting life cycle processes, and the "communication" to organizational life cycle processes. The major contribution of the paper is its elucidation of the concept of configuration as a whole information system outsourcing framework. This framework can provide accurate directions through the evaluation of items for the small and medium-sized enterprise and the government, helping them note important considerations when making information system decisions. |
