英文摘要 | For the management of broadcasting and television systems, the Eleventh National Conference on Broadcasting and Television set up a new guide line called 「broadcasting systems managed by four levels of government, television systems managed by four levels of government, cross penetrations by four levels of broadcasting and television systems」. Under this new guideline, the verticalhorizontal relationship between central government and local governments in the management of broadcasting and television systems has been substantially changed. In the past, the vertical-horizontal relationship tilted toward vertical relationship, i.e. central government totally controlled the management. Under current situation, the vertical-horizontal relationship has shifted to horizontal one. In other words, the local government's autonomy in its management of broadcasting and television businesses has increased. Under this new relationship, how and through which channels Chinese authority to implement its propaganda policy? In addition to its regulatory power, State Administration of Radio, Film and Television can rely on the influence of China Central Television (CCTV) over local television stations. Ever since then, China Central Television has been becoming a media conglomerate. It is noteworthy that CCTV possesses enormous resources on program production. In addition to China Television Drama Production Center, Central Documentary Film Production Firm and Beijing Scientific Education Film Production Firm were merged with CCTV as a junior partner and, as a result, the production capacity of CCTV has been enhanced greatly. Another important asset is CCTV film studios for exterior which are located at well-known scenic spots and can be used for film shooting as well as entertainment. Possessing all these resources, CCTV occupies an excellent position and becomes de facto leader in its interactions with provincial and local television stations. Owing to rapid expansion of satellite television, CCTV naturally follows this trend. On the one hand, it increases numbers of channels and it vigorously promotes these channels as well. Currently, CCTV has 8 channels which has become the major sources of TV programs for provincial and local TV stations. With regard to program supply, CCTV occupies the leader position. In the first place, all local television stations and cable stations can only broadcast international news programs provided by CCTV. Secondly, programs supplied by China International Television Corporation of CCTV play leading roles in the source of cable TV stations' programs. Facing the possible challenges, CCTV continues to strengthen its capability and capacity on the one hand, to assist the development of local TV stations, particular in remote and impoverished area. in a word, CCTV intends to establish its own niche and to become core of the all TV stations so as to create its promising future. |
