中文摘要 | 由於資訊技術的進展,「以IT進行醫療構造的改革」成為日本國家政策的基本構想。1999年4月厚生省發佈了「利用電子媒體的病歷儲存」公告後,醫療資訊的電子化已在法律上被接受。2006年,全日本300床以上的醫院中約有300家醫院(18.7%)已經在使用電子病歷。醫院在規劃電子病歷系統時必須有明確的架構目的,而醫院工作人員之業務系統必須統一化及標準化,並將診療資訊建立必要之資料庫,同時要注意資訊的安全性、全體的適用性等,,而診療資訊內容的公開、臨床路徑的共有化或開放是必須考慮的。此種電子病歷系統在資訊管理的同時,也能達到以病人為中心的醫療服務。 |
英文摘要 | Advances in information technology, have enabled reforms to the structure of health care system, and these reforms have become part of Government policy in Japan, In April, 1999 the Ministry of Health, Labour, and Welfare announced that medical records would be stored electronically and introduced new legislation to hasten its implementation. In 2006, in Japanese hospitals with capacities of over 300 beds and above, over 300 hospitals (18.7%) were already using electronic medical record systems. When hospitals are planning their electronic health record system they must have a clear outline of their goals, create a standardized work flow for implementing the system in the physician's office, and must establish a database for consolidating electronic health records of all patients. Simultaneously, they must pay attention to the interoperable access to the information and also to maintaining the security of the information. Therefore, they need to consider the availability of medical information to the public, and also consider the clinical path. Implementing this kind of electronic medical record system enables establishing the patient as the center of the medical service. |
