中文摘要 | 本研究使用全流域不恆定流河川數值模式,以新北市新莊區中港大排為例,建置中港大排改善工程與涵蓋貴子坑溪相關排水作為研究標的,建置中港大排現況水理模型。並以實際致災的納莉颱洪事件來分析現況河道中洪水的運移行為,以了解中港大排防洪改善措施之成效。由納莉颱洪不恆定流模擬成果可以初步了解約有四處堤高不足,不足高度為0.10公尺至0.24公尺,其中以昌盛橋至中原路間左岸約407公尺堤高不足,颱風與豪雨期間需特別注意是否有溢堤致災的危險。在2012年6月12日豪雨事件發生時,中港大排上游倒伏壩倒伏後在數小時內主河道水位高漲已接近堤防頂高,兩側截流箱涵接近滿水位,市區排水無法匯入容易造成市區道路積水。上游倒伏壩倒伏及左右兩側截流箱涵與主河道連通的緊急排洪閘門、願景館前滯洪池閘門與下游出口的兩座抽水站在颱風與豪雨期間的聯合操作就顯相當重要。本文所使用之流域不恆定流水理數值模式,具有(1)可以準確模擬平時與颱洪時期洪水在河川之運移情況;(2)可依據設計洪水量來進行情境模擬,評估整治及其它方案措施之實質效益;(3)與現有現場量測相互驗證外,亦可彌補水工模型功能無法模擬河川不恆定流流況之不足;(4)具移轉性,可迅速移轉至全國其他河川或水道所利用以上等優點。 |
英文摘要 | Due to the effects of subtropical weather, basins, and metropolitan features, floods happen so often in Taiwan and usually cause serious casualties and damages. A basin-wide river numerical model has been developed to investigate flooding problems in the metropolitan area of Taiwan. Based on accurate geographical and hydrological information of Zhonggang Main Drainage at Xinzhuang District, New Taipei City, this numerical model is employed to evaluated a flood-control measure as an example. Capabilities of present model include the followings: (1) to accurately simulate the discharge and elevation for the peacetime and flood routing during typhoon durations; (2) to assess the performance of the relevant waterway construction for accurate scenario simulations; (3) to validate with existing field measurements and to avoid making expensive laboratory experiments for unsteady flows; (4) to transfer efficiently present model to other river basins and water channels. |
