中文摘要 | 在台灣,因結婚而離開勞動力市場的婦女中,有超過六成未再復職,因生育而離開勞動力市場的婦女中,有超過五成就此退出勞動市場,間接造成台灣競爭力的絆腳石!因此如何協助婦女順利二度就業,是當前婦女政策的重要課題。本研究以成本效益分析的觀點,針對彭婉如基金會之「課後照顧師資培訓15期(基隆班)」進行分析,依據貨幣化(monetary)的成本效益評估,本方案92學年度第2學期及93學年度第1、2學期的社會淨效益(social net benefit)為每人每月$NT1,934.15,而對參與者而言,每人每月亦有$NT1,831.30之淨效益;在非貨幣化(non-monetary)方面,亦對參與者及社會有正效益。因此,本方案對增進社會效率(efficiency)與公平性(equity)方面均有正面助益,確實值得投入人力與經費去加以執行。此外,為提高課後照顧人員成功就業之人數及延長成功就業之時間,彭婉如基金會應積極尋求基隆地區其他有課後照顧學童需求之國小相互合作以達成之! |
英文摘要 | Over 60 percent of women, who leave the labor market because of marriage, in Taiwan never re-enter it. Over half of women out of the labor market because of childbirth never re-enter it. This loss of productivity may have lost Taiwan a competitive edge in world production markets. It is important, therefore, to assist new mothers to return to work smoothly. This cost-benefit analysis study analyzed the ”P.W.R. Foundation After-School Tutor Program for Young Children in Keelung Municipal Xin-Yi Elementary School”. From the second semester of the 2003 school year to the 2004 all year schooling, the social net program benefit was $NT1,934.15 per program participant per month. The net participant benefit was $NT1,831.30 per program participant per month. All non-monetary benefits were positive for participants and society. Therefore, this program was helpful for increasing social efficiency and equity and the cost benefit analysis indicated the value of financial support for this program. To increase the population of re-employed women and to prolong their time in the labor market, the P.W.R. Foundation should look for other elementary schools, which have the need of after-school tutoring program for children, to work together. |
