中文摘要 | 研究旨在探討新竹縣國民小學超額教師介聘處理之方式,並瞭解新竹縣國民小學在實施超額教師介聘處理建議改進方法。 本研究採問卷調查法及半結構訪談法。首先進行文獻探討與分析,進而建構本研究 之架構,據此編製「新竹縣國民小學超額教師介聘處理之調查問卷」為研究工具,以新竹縣之公立國民小學教師為母群體,採分層隨機抽樣方式,抽取新竹縣 43 所公立國民小學之教師為調查對象,回收有效問卷 399 份,佔總樣本數 81.4%,所得資料利用 SPSS12.0 for Windows統計套裝軟體以 t考驗、單因子變異數分析及 Scheffe,法事後 比較、卡方考驗、次數分配與百分比等統計方法進行資料分析。另外,立意抽取學校校長、教師及教育處科長共8位進行訪談研究,以瞭解新竹縣國民小學在實施超額教師介聘處理建議改進方法。將訪談的結果,配合相關文獻與問卷調查結果,作交互分析討論。根據資料分析結果,本研究主要獲致以下結論: 一、新竹縣國民小學教師對超額教師問題之影響感到壓力。 二、不同背景變項對超額教師問題看法沒有顯著差異。 三、教師認同先協調、尊重及公平合理的積分處理方式。 四、不同背景變項對對超額教師介聘看法達顯著差異。 五、教師對超額教師人力資源管理整體需求強烈。 六、當超額教師面臨無學校可資遷調或介聘時,以「降低每班學生人數」、「提高每班教師編制人數」及「協助資深超額教師辦理優退」等方式因應。 依據上述的研究結論歸納整理提出建議,以提供教育行政主管機關、及學校行政者 以及未來欲從事相關研究之參考。 |
英文摘要 | This study is focused on exploring the processes currently adopted in the employment of surplus teachers at elementary schools in Hsinchu County. The implementation details of such processes are understood and improvement methods for the processes are then suggested. The methods of questionnaire survey and semistructured interview are used in the study, which starts with the literature survey and analysis and then proceeds to the construction of the structure of the research. This structure serves as the foundation where the questionnaire can thus be built as the tool of the survey for the study. The survey takes the teachers of 43 public elementary schools in Hsinchu County as the population and applies the Stratified Random Sampling approach in distributing the questionnaire. Atotal of 399 copies of completed questionnaire, or 81.4%, has been returned. The data collected are then analyzed with the statistical software package SPSS12.0 for Windows for such as tTest, Oneway ANOVA, Scheffe’s Post hoc Comparison, frequency distribution and percentage analyses, etc. In addition to the questionnaire survey above, a total of 8 principals, teachers, and county officials in charge of education are also sampled for interviews for their suggestions in the improvement of the processes in employing surplus teachers at elementary schools in Hsinchu County. The interview results are then combined with those from the aforementioned literature and questionnaire surveys for iterative discussions and analyses. Based on these discussions and analyses, the following conclusions are drawn from the study: The elementary school teachers in Hsinchu County feel pressure of the problem of surplus teachers in the county. No significant differences are observed in the perspectives toward the problem of surplus teachers in the county among teachers with different backgrounds. In the process of employing surplus teachers, teachers recognize and support the ideas of coordinating beforehand, respect, and following a reasonable and fair credit scoring system. Significant differences are observed in the perspectives toward the employment of surplus teachers in the county among teachers with different backgrounds. Teachers uniformly express a strong need for a proper management of the human resource of surplus teachers. When there are not enough schools to employ surplus teachers or for them to transfer to, the situation should be responded with the following compensating courses: a) reducing the size of each class, b) increasing the teacher/student ratio of each class, and c) assisting senior surplus teachers to retire with a favorable benefit package. The analysis results together with the conclusions contributed by this study are valuable to the education administrative competent authorities, school administrators, and related followup researches. |
