中文摘要 | 毛豬產值在民國85年為886億元,占農業產值的21.1%,高居單項農產品產值第一 位,為臺灣省農業最重要產業。86年3月20日臺灣豬隻爆發口蹄疫,不僅造成養豬產業之大 衝擊,亦波及相關產業及農村經濟,在國人環保意識日益高漲,對肉品衛生要求愈趨嚴格, 以及政府將加入世界貿易組織(WTO)等衝擊下,養豬生產結構必須加以調整,藉機重新塑造 養豬產業新形象。 豬隻口蹄疫發生後,其病毒很難於短期內完全撲滅,豬肉外銷市場暫難恢復,本廳為因 應市場變化及改善飼養毛豬對環境造成之污染,調整臺灣省養豬結構並建立產業新形象,進 行未來養豬產業推動方向進行規劃,邀集國內外畜產學者專家及本廳同仁,分為「生產結構 調整」、「健全防疫及疫苗供應體系」、「健全肉品運銷體系」、「肉品衛生安全體系」及 「病死豬處理體系」等五組商討研擬各組之實施方向、調整策略與措施。並分別於5月16日 、6月15日、7月1日、18日邀請行政院農業委員會、各縣市政府、專家學者及相關單位召開 會議研商,經充分溝通後,研擬完成本實施方向,供中央擬定未來養豬政策之參考。農委會 亦已將本實施方向之各項重要措施內容納入爾後四年(87年度∼90年度)執行之「輔導養豬 產業永續經營計畫」項下推動辦理,期能調整臺灣省養豬產業結構,健全產業體質,建立產 業新形象,以確保臺灣省養豬產業永續經營與發展。 |
英文摘要 | The total value of hog production in 1996 was worth NTD 88.6 billions that shared 21.1% of the total values of Taiwan's agricultural production. Hog production ranks number one among all farm products and is the most important agricultural industry in Taiwan. Since the outbreak of foot-and-mouth disease (FMD) in Taiwan's swine herds on March 20,1997, catastrophic impact on swine industry and other related industries has occurred. As the demand for environmental protection and meat hygiene from consumers contonuously growing plus the future impact of joining the World Trade Organization, the current structure of swine industry requires immediate adjustment in order to meet new challenges and create new image. Since the FMD outbreaks, it has been very difficult to eliminate FMD virus within a short period. That means we may not expect to export pork without any restrictions. In response to this drastic market change and to minimize environmental pollution caused by the swine industry, researches and scholars from research institute and university and staffs at this department were grouped into five sections to plan new development directions, adjustment strategies, and procedures. These five sections are: 1)adjustment of hog production structure, 2)strengthen disease prevention and vaccine supply system, 3)strengthen pork transportation and marketing system, 4)meat safety and hygiene system, 5)dead pig disposal system. Meetings were held on May 16, June 15, July 1, and July 18 with participants from Council of Agriculture, County governments, experts and scholars, and related organizations. Ideas and opinions have thoroughly exchanged during the meetings, and a final draft of this article has been completed. This article may provide the central government as a reference to deal with the future policy in hog raising in Taiwan. The Council of Agriculture has already adapted some important measures as its major policy for the swine industry in the next four years(Fiscal Year 1998 to Fiscal Year 2001). The title of the project is "Farmers Guidance Program for a Sustainabe Swine Industry" With the execution of the above project, it is expected to adjust the structure of Taiwan's swine industry, strengthen its competitiveness, and establish a new image, With all these efforts, Taiwan's swine industry may have better chance to become a sustained industry in the future. |
