中文摘要 | 我國之地價與房價於1987年後大幅成長,由於土地為一重要生產因素,而且是 非常重要之資產項目,地價快速且巨幅上漲將使得廠商之生產成本增加,政府公共建設成 本大幅提昇,以及財富及所得分配惡化,影響企業投資意願與經濟發展。行政院有鑑於此 ,乃於民國82年核定振興經濟方案,要求農政單位研擬改進農地變更使用辦法,以利企業 界取得用地。農地釋出方案自84年8月經行政院核定實施至今已兩年多,執行期間各界關 注其執行成效,行政部門亦檢討執行績效,於86年3月作方案修訂。農地釋出方案之實施 為我國農地政策之一大變革,若農地釋出方案能達到預期的目標,發揮應有的功能,則應 能強化市場機能,促使土地市場更有效率。本文之主要目的在於評估農地釋出方案至今之 執行成效,藉由分析與評估農地釋出方案之執行績效,檢討修正方向並作建議。 |
英文摘要 | Since 1987, the land and housing prices in Taiwan have been increasing very rapidly. Since land is one of the important production factors and a very important asset item, the rapid increases in land prices will cause the increase in the production cost of the firm. The cost of the public infrastructure will also be significantly adversely affected. It may also cause the deterioration of the wealth and income distribution and adversly affect the investment incentives and overall economic development, In view of this, the government formulated the Economic Revitalization Scheme in 1993 to promote economic growth. The Council of Agriculture has been authorized to design the mechanism to improve the agricultural conversion rules to assist the industry to acquire the land necessary for the investment. Since the enactment of the Agricultural Conversion Scheme in August 1995, the new program has been implemented for more than two years already. During this period, the government has reviewed the program and made the necessary amendments in March 1997. The main purpose of this paper is to analyze the effectiveness of the implementation of the Agricultural Conversion Scheme and make recommendations for program revision. |
