中文摘要 | 根據麥肯錫國際顧問公司的評估報告,為落實亞太營運中心(APROC)的政策目標與 發展空運中心 (AIR TRANSPORTATION CENTER) 的具體計畫, 宜優先發展中正國際機場成為 亞太地區航空貨運轉運中心 (AIR CARGO HUB),進而推動航空各運轉運中心 (AIR PASENGER HUB),最終目標則配合貨物與旅客轉運中心的發展,將中正機場週邊區域開發為「航空城」 (AIR CITY)。日前民航主管官署為了展現推動亞太空運轉運中心的企圖心與意志力,並運用 政策行銷理念, 以凝聚公共政策各利害關係人 (stakeholder) 之共識程度,先後在民國八 十四年十一月中旬及八十五年六月上旬,舉辦規模盛大且頗具成效的國內與國際性研討會; 研討會期間爭議最大的問題即在於引進國際整合型航空貨運運輸業 (International Integrated Carrier) 之政策構想,可能直接衝擊我國航空貨運業界的經營優勢,乃將我國 發展亞太航空貨運轉運中心的政策設計與引進國際整合型航空貨運運輸業僅僅只是我國發展 亞太航空貨運轉運中心策略之一,絕非劃上等號之單一思考模式所可涵蓋, 尤其 UPS 正在 桃園中正國際機場設立轉運中心以來我國航空貨運業界反彈的聲浪,似乎在以訛傳訛的情境 下有逐漸醱酵之虞,長此以往恐不利於我國推動亞太航空轉運中心的政策目標。筆者鑽研於 航空貨運理論與實務之相關領域已有多年,本文乃嘗試從政策設計的學理,有系統的詮釋我 國發展亞太航空貨運轉運中心的政策理念以釋群疑,並試圖研擬亞太航空貨運轉運中心的營 運策略,以提供我國航空貨運業界未來經營型態水平或垂直整合的參考,以收拋磚引玉之效 。 |
英文摘要 | According to the evaluation report by the McKinsey & Company, Inc., to fulfill the strategic goals of establishing the APROC and develop an Air Transportation Center and thus prioritize C.K.S. International Airport to become the Air Cargo Hub for the Asia pacific Region and evolve and promote it into an Air Passenger Hub, the final aim is actually to ensure that through development of the passenger hub and the cargo hub, an "Air City" could be constructed out of the region around the C.K.S. Airport. To carry out the aggressive and ambition in developing an Asia Pacific Air Transportation Center, the senior officers of Civil Aviation, with their policy-marketing thinking and consensus among the policy stakeholders, recently held a sizable and effectual domestic and international seminar. The most argumentative problem raise during the seminar was the strategic rationale for employing the International Integrated Carrier and how it may directly attack the advantageous position currently held by the domestic air cargo industry. Therefor, the policy design for establishing an Air Cargo Hub should work with the use of International Integrated Carrier. In fact, employing the International Integrated Carrier is only part of the strategy in developing our domestic Asian Pacific Air Transportation Center, and it is definitely could not be understand by one single strand of thinking. Especially since UPS has official established its cargo hub at the C.K.S. Airport in Taoung, it has received much denunciations and suspicion from the domestic air cargo industry. The situation has been gradually inflated which may inversely effect our strategic goal toward the advocating the Asia Pacific Air Transportation Center. Author is expert on the theory of air transportation and has practical experience relating to that reign for many years. This article attempts to strategic plan and systematically explain the strategies behind the development of the Asian Pacific Transportation Center. From this point of view, author also try to provide the further study on our air cargo industry as a reference to establish the future operating format in either vertical or horizontal integrated. |
