中文摘要 | 公共行政應是一門能用以解決實際行政問題的學科。在臺灣面臨政治、經濟、和 社會等環境都發生急劇變化,更需要有專業知識的行政人員,以有效率、有效能地解決複雜 多變的問題時,省察我國公共行政學術界所累積的研究成果,可以幫助我們瞭解行政人員藉 以解決問題之專業知識的深度與廣度。本文利用「內容分析法」檢驗了 1990 年以前,在臺 灣十四份學術期刊上所發表有關公共行政的論文。結果顯示,雖然論文數量持續增加,行政 學術界卻缺乏橫向溝通。這種情況不僅存於學校之間,更降低了理論與實際的配合程度。在 主題科目方面, 過去公共行政研究雖然緊隨歐美國家的理論發展,1980 年代則開始產生差 距,未來應該會持續擴大。值得注意的是,行政學術社群對於學科知識的範疇與趨勢鮮少做 規範性探討。本文的觀點或可做為討論行政學中國化的實證基礎。 |
英文摘要 | Public Administration ought to be a field of study which is capable of solving actual administrative problems. Currently, Taiwan is a transitional process and its political, economic and social environments are changing radically and simultaneously. The transitional process requires public administrators to utilize their professional knowledge for solving emerging and complicated problems more efficiently and effectively. A critical review and assessment of public administration research in Taiwan will enhance our understanding regarding the adequacy of the body of professional knowledge through which actual problems are to be resolved. To assess this body of knowledge, articles published on fourteen professional (academic and practitioner's) journals in Taiwan prior to 1991 were collected and analyzed by using content analysis.The results indicate that, although the number of journal articles had increased over time, public administration community in Taiwan lacked communications among universities and between the academic and practical subsystems. Thus, the degree of coherence between theory and practice had been reduced. In terms of subject areas, public administration research in Taiwan had followed the theoretical development in the West very closely. However, substantial differences have emerged since the 1980s. It is argued that the differences will grow continuously in the future. A problem which demands particular attention is that public administration community in Taiwan has seldom concentrated on the normative discussions regarding the boundary and direction of the professional knowledge that legitimizes the field of study. The observations of this paper may be provided as the empirical evidence for further discussion on the topic of the sincization of public administration. |
