中文摘要 | 無疑地,資訊科技的發展已經對經濟活動產生全面性的影響。企業透過資訊科技的應用,進行組織再造、生產流程變革與人力重分配,藉以降低成本,提高競爭力。除此之外,資訊科技亦重新定義工作內容,創造新的工作技能、建立新的勞動關係,促使電傳及網路勞動逐漸成形。有鑑於新的企業組織、新的工作方式和新的聘雇型態的發展,最近在國際性網路論壇,就曾針對「資訊、電腦與通訊」(Information, Computer, and Telecommunication; ICT)發展的影響進行討論,其探討範圍包括「資訊、電腦與通訊」與工作機會的創造與毀滅、電傳勞動(Tele-work)與組織變革、及「資訊、電腦與通訊」與國家發展等議題。本文則擬進一步就勞資關係的角度,探索資訊科技對於勞資關係發展之意涵。根據研究顯示,資訊科技對於就業與行、職業發展、工作形態及職場勞資關係,包括組織變革、工作壓力與滿足、工會發展、協調溝通等方面,均造成一定程度的衝擊。因此,為因應資訊科技對於勞資關係的影響,本文認為,強化勞動者「工作場所知能」、提供勞動者學習資訊科技運用的教育及訓練環境、以及倡導「新工會主義」以發揮勞動者的集體力量等都是重要且不可或缺的策略及方法。 |
英文摘要 | Undoubtedly, the development of information technology has led to a comprehensive impact on economic activities. With the employment of information technology, business entities have been able to enhance their competitiveness by implementing a variety of re-enginering projects in organization, production process and human resource deployment. In addition, the development of information technology has not only redefined the content of work, but also led to the development of tele-work and/or net-work. Consequently, labor-management relations in a traditional sense have been confronted with a great challenge. Under this circumstance, this essay is intended to explore the potential impact of information technology on labor-management relations. Based on the findings of different research, there is no doubt that the employment of information technology would cause impact on such aspects as employment, development of industries and occupations, work pattern, labor-management relations at enterprise level, and organizational development of labor unions, etc. in coping with the impact of information technology on labor-management relations, this essay believes that enhancing labor's workplace know-how, providing labor with education and training in information technology employment, and promoting the idea of "new unionism" are strategies of great importance and necessity. |
