中文摘要 | 臺灣電力公司是國營的獨佔性公用事業,負責全臺灣地區電力的開發與供應,隨著國家經濟的發展,臺灣電力公司也一直在持續成長,為配合國家民營化政策,臺灣電力公司如何妥善規劃並取得所需人力,為有關部門所關心。因此,本研究以人力資源規劃的角度,對臺電公司的經營概況與員工配置做一說明,並與國外電業相比較,以了解各國電業之間人力資源規劃的差異。並經由決定影響臺電公司民營化後之人力需求的變數,進一步利用迴歸模式預測民營化後其總員工數、一般管理人員及技術人員的合理人數。最後,提出本研究的結論,並對臺電公司因應民營化之人力調整方向及剩餘人力提出建議。 |
英文摘要 | Taiwan Power Company (TPC), a public monopoly company, is in charge of the development and supply of electric utility in Taiwan and is growing with the nation's economy. Due to the impact of incoming privatization that public businesses are facing, TPC pay high attention to the optimal utilization of human resource and the recruitment of desired manpower. Therefore, this paper utilizes the concept of human resource planning to study the operating and staffing level of current TPC. In addition, from the data of comparison between TPC and foreign electric industries, the differences of human resource planning among these countries are derived. The variables that will affect the manpower demand of TPC after its privatization is also provided. A regression model is used to obtain the prediction results of the appropriate manpower of total staff, managerial employee and skilled worker. The findings and further recommendations should provide help to TIC and other public companies undergoing similar privatization. |
