中文摘要 | 本文以衝突為議題,企圖揭示臺灣漁村轉型所面對的特殊課題,並以極端開發案例興達港為例,探究邊陲漁村轉型的尺度斷裂問題,運用文獻整理,搭配田野觀察與訪談,嘗試提出解決問題與發展的方向與途徑。提出結論包括: 1.興達遠洋漁港是國家的飛地之港。 2.海洋上摩托車式的動力膠筏和舢舨,作為海洋與陸地往返的最佳工具,是典型地方知識的實踐,更邊陲漁村「韌性」的具像化。 3.當國家努力整備硬體設施,如果欠缺軟體和海上文化的培養,勢必跳躍過與海洋共生活的漁村世代,漁村便成為跳躍式轉型計劃的犧牲品。 4.漁業生產鏈工業化與企業化趨勢,凸顯了興達遠洋漁港整備過程中,資源競爭衝突具有跨空間尺度的現象。 5.邊陲漁村轉型計劃應兼顧經濟與文化層次。漁港建設投資額度高,期程長,一旦資本流動遲滯,很難藉市場機能迴轉至第一迴路。基此,邊陲漁村經濟轉型的方案,應具備文化轉向的特質。 |
英文摘要 | This study focuses on the topic of conflicts, which are serious issues of transformation encountered by Taiwan’s peripheral fishing villages. Specifically, based on literature review and fieldwork on Singda port as the case study, this paper explores scale-rupture of developmental planning and path dependence. In conclusion, this paper suggests that (1) the nation-state as well as local-state treat Singda port as an internal enclave. (2) While motorcycles are the most mobilizing vehicle on the land, the sampan and rafts operations dominate fishing industry in Sinda area. These operations represent capability for local knowledge of fishing village. (3) The fishing village is the victim of frog-leaping developmental plans because of facilities completeness but lack of local culture merits. (4) The industrialization and commercialization of fishing industry reveal a typical spatial conflict of resource competition in case of Singda ocean-going port. And, (5) any transforming project of peripheral fishing village needs to combine economic purposes and cultural character, in order to avoid abatement of second capital circuit. Thus, transforming projects of peripheral fishing village should take the characteristic of culture transformation into consideration. |
