中文摘要 | 「嚴重急性呼吸道症候群(SARS)」疫情今春在臺灣造成極大的衝擊。此種新出現的「煞疫」傳染病,顯然很有可能要和人類長期共存,吾人現在必須學會要如何和「煞疫」和平共處下去,國人當藉此機會重新審視自己的生活方式,才能將此一危機轉化成為契機。 事實上,現代都市生活中,有關人命的安全保障、健康而衛生之家居環境、便捷交通、舒適且美觀的環境品質應該是吾人社區生活最基本的訴求。只是或許因為承平日久,國人對於健康都市與健康環境的真諦已漸疏忽,以致於健康原則已漸被弱化。如何及早從整體國土空間利用或城鄉規劃體系中強化對傳染疾病的控制,以建構環境疫災防火牆機制,委實已為當前理論與政策研究必須正視且刻不容緩之一項重要課題。 本文嚐試從永續發展的觀點,將「都市規劃」、「營建科技」、和「環境倫理」作一系統性、科際性的整合,期能為國內在「後煞時期」之都市營建發展走向提供一些策略性的新思維,以助益強化國內整體之都市防(疫)災體系。最後並研提若干建議,例如都市環境規劃必須結合並服膺人工智慧資訊都市或視訊都市新時代之提前來臨、提高科技創新和營建科技對建築環境醫衛照護保障能力的強化、及早研究規劃建立檢測認證營建材料的奈米產品與技術的相關機制與規範、以及重塑環境倫理等,以就教方家。 |
英文摘要 | First recognized as a global threat in mid-March 2003, Severe Acute Respiratory Syndrome (SARS)was successfully contained in less than four months. On 5 July 2003, WHO reported that the last human chain of transmission of SARS had been broken. On 5 July 2003, World health Organization reported that the last human chain of transmission of SARS had been broken. In the post-outbreak period, we must remain vigilant for the recurrence of SARS and maintain our capacity to detect and respond to the re-emergence of SARS. With the viewpoint of sustainable development, this paper tries to integrate urban planning, construction technology, and environmental ethics systematically and inter-disciplinarily. Then, this paper approaches the subject from three aspects, including urban land use, healthy living space, and ethics of sustainable environment. Accordingly, this paper initiates a "proactive management" concept against infectous disease. |
