中文摘要 | 森林的價值建立在人們瞭解森林的程度上,不同的人基於個人生活經驗、對事物的態度以及個人私利等,產生了對森林的不同使用型態和價值觀,自易促發環境衝突或爭議。本文研究發現,林業經營環境所面對的制度、政策、立法和態度上的各種衝突與爭議,其反映著是林業工作在推動上的窘境。這種發展脈絡恰可印證國內自然資源,在管理、使用上的各種衝突現狀,利用水、土、林相關組織重組、自然資源管理機關夥伴合作的機制、環境衝突解決的法制化、林業經營工作上的變革、營造環境對話的機制,以及林業人員跨領域的學習等策略,俾以改善或降低林業經營環境的各種衝突,皆是現階段努力的方向。 |
英文摘要 | The value of forest depends on people's understanding of forests. Based on the differences in life experience, attitude toward things and personal interests, people may have different ideas about the values of forests and the ways of using forests. These differences can easily cause environmental conflicts or disputes. This study found that conflicts and disputes over systems, policies, legislation and attitude in the forest management environment reflect the difficulty of forestry promotion. This thread of thought just shows the conflict situations on management and use in natural resource. Therefore, we are working to ameliorate the conflicts in the environment of forest management. In this phase, the efforts are made in reorganizing the organizations of water, soil and forest, cooperating between natural resource administrators, legislating the solution of environment conflicts, changing the working style of forest management, constructing the channel of environment negotiation and the tactic of forest workers multi-field leaning. |
