中文摘要 | 為因應全球性經濟自由化與國際化之發展趨勢,政府刻正著手規劃的亞太營運中 心,已成為國家現階段經濟建設之重要目標,而欲實現此一目標,則須使商品的流通能達到 貨暢其流之目的。在此一趨勢變遷下,講究少量多樣,高頻率,加上前置時間縮短,不准缺 貨的要求現代化物流中心,將有助於提昇於企業的競爭力與廠商物流系統的績效,亦將成為 吸引跨國企業來臺營運的重要因素,對推動發展臺灣成為亞太營運中心應有正面絕對的助益 。由於政府進行各項經濟建設長期以來重西輕東的結果,使國內目前的物流中心絕大多數均 設立於西部區域,但因都市土地昂貴,取得不易,造成土地問題已成為國內物流業者欲成立 大型物流中心面臨的最大難題,而土地取得容易及成本低廉的東部區域是否能讓物流中心進 駐,便成為本文所欲深入探討的主要課題。因此,本文首先藉由東部區域在人口產業,土地 使用及交通運輸等方面之發展現況,深入檢討設立東部物流中心將面臨的課題,並提出相關 解決對策,接著評估未來設置物流中心之可行性,進而研析其未來的發展方向及規劃構想。 經由本研究結果認為,東部區域雖然受限於區位及部份支援條件之不足,但如能針對東部區 域地理環境的特性,兼顧內部及外部環境的影響要素,採取循序漸進的發展方式,進行具有 前瞻性以及整體性的規劃設計,儘速發展整體運輸網路系統,並配合相關獎勵優惠法令規範 之實施,則未來建立東部物流中心將深具發展潛力。 |
英文摘要 | The planning of Regional Operation Center (ROC) has become the most important goal of current economic construction in Taiwan. To arrive at this target, Taiwan has to make the circulation of the product to have the goods freely distributed among the consumers. Under this tendency, the modern distribution center will aid in promoting the ability of enterprise competition and the merit of distribution system. and it would also become an important factor for attracting the transnational corporation to Taiwan and should have the absolutely positive effect for developing Taiwan to become ROC. Because the economic construction of government in Taiwan has always being paid attention to the western area rather than ignoring the eastern area, the distribution centers in Taiwan have mostly established in the western area up to now. However, due to highly urban land price and the difficulty of obtaining urban land, the land problem has become the greatest difficult problem of setting up large distibution centers for the firms. whether the distribution center can enter the eastern area which is so easy to get the land and has very low land prices becomes the major problem of in-depth study in this paper. Therefore, this paper will, first of all, deeply discuss the coming problems of building eastern distribution center by means of the development situatlons of eastern area in population and industry, land use and transportation, etc. and present the related answers. Then this paper will evalute the feasibility of estabilshing eastern distribution centers and analyze the development direetion as well as planning composition in the furture. The study conclusion in this paper is that even though location and some assistant conditions in the eastern area is not good, establishing eastern distribution center would still have very great development potentiality by taking the step-by-step measures, making the entire and prospective designs, promptly developing the whole transportation network systems, enforcing the related rules and regulations of encouragement and privilege. |
