中文摘要 | 教育機會均等之訴求主要係以消除或減輕因社會階級、性別、種族、甚至宗教信仰差異等因素所造成的人生機會(life chance)之不均等,最終以追求眾人所嚮往的「理想生活」(good life)為標的(註1)。是以,自始至終教育機會均等的追求本質上都是一種「手段」,而非「目標」。 作為一種實現「理想生活」手段的教育機會均等的策略,是否有普遍性的發展「模式」(model)或「型態」(pattern)(註2)?是否均自進入機會(access to)、資源均享等齊頭公平開始方能進入探究本質公平的可能?是否會從對不同群體間的差異開始,轉而注重群體內的個別處境?又是否教育機會均等在社會變遷過程中因新的教育理念或政策出現而失去其優先地位?本文企圖自歷史發展脈絡來探討教育機會均等理念與施為之變遷;在區域上則主要探討英美等教育「先進」國家的發展趨勢,並參酌經濟發展較為遲緩的國家在此方面發展之差異。 |
英文摘要 | To eliminate or alleviate the inequality of life chance caused by such factors as social class, sex, race, even religious belief is the object of claiming equal educational opportunity. However the 'good life' will be the final pursuit, thus providing equal educational opportunities to all will be only 'means' not 'end' in nature. As a 'means' to realize 'good life', is there any model or pattern of providing equal educational opportunity for all countries? Will it must start from providing same opportunity to all such as access to educational resources before exploring the real issues of inequality? Will it must focus on the differences of social groups before noticing the individual differences within groups? Moreover, whether the ideal of equality of educational opportunity will lose its priviledge when challenged by ideas such as 'quality' 'accountability'? To explore the model of equality of educational opportunity n terms of concept and practice will be the main purpose of the paper, the English speaking countries will be the representatives of advanced countries in contrast to some developing countries when the issues concerned. |
