中文摘要 | 就業安定基金是政府依法向僱用外勞的雇主收取就業安定費所設立的特種基金,其用途之適當性必須衡諸當初政府收取就業安定費之目的。由於屬於預算法中所規範的特種基金,亦屬於附屬單位預算的性質,執行具有相當的機動性。但近幾年來,政府以永續臺灣就業工程、多元就業開發方案、公共服務擴大就業計畫等名義,大量提供短期性工作,協助失業者暫度難關,雖是美意,然若景氣復甦困難,基金一旦用盡,即無法落實促進國民就業之本意。政府收取就業安定費的主要目的之一便是進行所得移轉,將所收取的費用用於補償受害低技術勞工的損失,而最佳的補償方式是提供職業訓練,使其轉變為高技術勞工,但其費用卻僅占基金支出約1/3。 就業安定基金委員會中雖有勞資雙方代表,惟其席次偏低,導致整個基金會的運用由官方主導,不僅未能發揮社會參與功能,更難免會令人質疑此項基金已淪為勞委會的「私房錢」。勞工行政主管單位亦一再宣示外勞引進為補充性、短期因應缺工的策略。因此欲運用此一過渡時期的就業安定基金使其成為就業安全體系建立的助力,有待商酌。職訓局本身已有業務預算,就業保險基金中亦有職業訓練與就業服務補助,加上就業安定基金三者間是否有疊床架屋之嫌,宜作適當處理。 就業安定基金的決算報告,似乎較偏重財務收支或會計帳目上的分析審核,而非實質上的「計畫績效評估」。政府提升預算籌編品質的根本工作就在於加強政策分析能力的專業訓練。此種工作必須長期投入相當的經費與人力,因此短期內可能無法分析規劃每一項預算案,那麼不妨先以較重大列管(如經費額度在某特定水準以上)或較具爭議性的預算案列為優先分析研究的對象。至少,可相當程度減少預算的編列所產生的資源浪費與效益低落的現象。但就長期而言,充實政策分析規劃的人力以及加強政策分析的專業訓練,才能真正發揮就業安定基金計畫預算制度和零基預算制度的正面功能。 |
英文摘要 | Employment Security Fund (ESF) is a specific fund, which set up by the government for collecting employment security fee from the employer recruiting foreign workers. The utilization of the fund has to be in accordance with the purposes of government collecting the fee. Apparently, the government is not using the fund well, and promotes the labor employment opportunity. One of the purposes of the government collecting the fund is to compensate loses of low skill worker; the best method of compensation is to provide vocational training. But the cost of expenditure was only one third of the fund. The seats of both workers and management are low in Employment Security Fund Committee (ESFC). The official member controls the direction of ESFC and the function can not work well. The official budget, Employment Insurance Fund (EIF), and ESF all have the budgets for vocational training and employment services. It seems that three of them are overlap in budget. It should be managed properly. The final account report of the ESF pays more attention to financial income and expenses than practical project achievement evaluation. The goverment should enforce the professional training on policy analysis ability to the person who in charge of the budget. Enormous amounts or disputed budgets are put on the first analysis research questions so as to decrease the phenomenon of resources waste and poor outcome. In the long term, enforcement the policy analysis maker and enforcement professional training on policy analysis can make the ESF budget system better. |
