中文摘要 | 兩岸關係雖經十餘年的頻密交流,但猶未能化解中共當局對臺的敵對意識,持續的外交打壓、不放棄武力犯臺的強硬立場,在在顯示兩岸的軍事對峙情勢並未因雙方的民間交流而趨緩。儘管中共一再倡言希望結束兩岸敵對狀態,但迄今仍未見其提出任何具體的可行方案。本文認為,兩岸若能以「信心建立措施」作為結束敵對狀態之預備性磋商議題,不但可以暫時迴避雙方對「一個中國」問題的爭議,同時也將有助於建立一個有效的溝通管道,避免因誤判而爆發戰爭。然而,如何打破中共當局對開放軍事資訊的顧忌、緩和其對「一個中國」原則的僵化立場,以及却除對臺灣獨立言論和兩岸軍備競賽的疑慮,都是未來雙方在進行「信心建立措施」對話時所必須面對的。 |
英文摘要 | In 1987, the government of the Republic of China (ROC) open up family visits with the People's Republic of China (PRC), this was the result of mutual interaction over ten years which still can't reconcile the differences between the two sides. The PRC still uses diplomacy to frustrate Taiwan and refuses to renounce the use of force against Taiwan. It is not easy to see any mitigation of the two sides military tension. The PRC points out that they want to solve the issue again and again. But so far, the PRC hasn't bring out any practical plan. If the two sides can use “confidence building measures” to face the topic of the opposite status between China and Taiwan, it only can avoid the different option of “One China” problem between two sides. It also can promote the mutual interaction between two sides. It will not cause war by miscarriage of justice for a short will. However, how to overcome and to show Taiwan's encouraging response to PRC's attitude of open the military information and One China principle. The misgiving of Taiwanese independence and arms race both will be faced while talking about “promoting confidence building measures” between the two sides. |
