中文摘要 | 本研究透過文獻分析及問卷調查的方法,瞭解教育優先區理念的興起背景,認識教育優先區的基本內涵,檢討當前我國教育資源分配的主要問題,比較英美教育優先區方案的實施內涵,建立符合社會正義的教育優先區發展模式及實施策略,最後,根據上述研究結果,提出推動教育優先區發展的前瞻性建議如下: 一、加強宣導及重視教育優先區方案的理念 二、規劃整體政、經政策以配合教育優先區方案之推動。 三、鼓勵從事有關教育優先區方案指標及內涵的研究。 四、設計妥適之教育優先區方案評鑑模式。 五、賦予地方推動教育優先區方案的彈性自主性。 六、編擬詳細之手冊以宣導教育優先區方案。 七、重視相關人員之進修活動以配合教育優先區方案之推動。 八、重新思考修正對於教育優先區各指標間的補助內涵項目。 |
英文摘要 | Based on document analysis and questionnaire, the purposes of this study are to understand the background of EPA, identify the principle of EPA, discuss the main problem of current education resource assignment, compare the implementation of EPA in both U.K. and to establish a developmental model and strategy for EPA that corresponds to the social justice of our society. The following recommendations are made according the results of the studies: 1. to focus more on the guidance and the concepts of RPA. 2. to plan a full scheme for political and conomic policies as a whole to support the implementation of EPA. 3. to encourage studies related to EPA. 4. to design a suitable assessment model for EPA program. 5. to assign locally the individual flexibility in promoting EPA. 6. to compile a brochure for a better understanding of EPA. 7. to emphasize the importance of employer's further study to promote the movement of EPA. 8. to reconsider any amendment of contents of EPA indexes.
