英文摘要 | After the Second World War, the Japanese political system has become clearly democratic in the formal sense of popular sovereignty. The Diet which is elected by all Japanese citizens has been established as the supreme organ of the state. But in fact, the generalist officials have great influence on public policy than the members of the Diet or ministers. The typical national-level upper bureaucrat is a graduate of the member of the Law Faculty of Tokyo University, a fact which automatically makes him a member of the elite of the elite. This fact, however, is not at all unusual. In France, the higher level bureaucrats also have an important role in political life, and most are the product of a special school, E.N.A. This article will introduce and analyze the high-ranking bureaucrat in Japan and compare it with that in France. |
