英文摘要 | The Japanese industrial relations have been greatly affected by the burst of froth economy. The number of companies began to restructure their organization by cutting off labour cost. In the early 1990s companies or firms tried to stick to the traditional method based on keeping long-term employment practices and seniority based wage practices, but in the late 1990s many of them changed their policy to introduce incentive wage systems or discharges of workers. The Government policies were to liberate labour market and work styles by deregulation, but they were slow to cope with difficulties and lack of building up social safety net in time: the revision of Dispatching Business Law and Labour Standards Law were realized in the late 1990s, and their effects are expected to come. The Trade Union National Centre participated in policy-making processes, and many individual trade unions are involved in joint consultation machineries, but provided a little of help to ordinary workers under the decrease of unionization rates. The critical stance of this paper is not based on “free market or competition without restriction” theory, but on the respect of dignity and life of workers who are in danger of discharge and overwork. |
