中文摘要 | 世紀交替之際國內外環境變遷快速無比,身處在此一系列之下的教育 行政組織難免受到波及。面對政治民主化經濟自由化社會多元化科技發展快速化 的挑戰,如何追求更理想的教育制度,創造更有效率的教育行政運作,成為教育 組織所面臨的重要問題。 本文從組織再造的背景及教育行政發展的趨勢著手,探討精省後所面臨的挑 戰包括:教育資源的重分配問題,教育政策的釐定與執行問題,教育法令的再造 問題,組織運作的調適…等問題,並藉此一組織再造的過程,研擬教育行政職能 的定位,建立教育行政專業體系行政資訊管理制度;加強組織流程再造的策略; 重新檢討財政收支劃分制度;落實全面品質管理。以期建立一具有活力的學習型 組織之策略,來開創教育生機。最後期盼經由組織再造的策略塑造出具有創意彈 性應變能力的教育行政組織,以建立健全理想的教育制度使教育行政組織成為專 業的領航者。在提升國家競爭力開創國家願景的國際組織中扮演一不可或缺的角 色。 |
英文摘要 | The environment is highly changing at the crossing century nowadays. Being under the fore system, the educational administration organization is more or less influenced. To the challenges of political democratization、 economical liberalization、 social diversification and science and technology development, how to pursue the more ideal educational system and efficiently administration working is the important issue the educational organization have to deal. This article is to express the challenges after the province reinvention that education organization got to face including education resource distribution 、plan and execution of education policy、legislation of education laws 、adaptation of educational working and so on. The other purpose is to orientate the education administration occupational ability by the process of reconstruction so that can build the managing information system of professional education administration system 、 suggest some strategies in procedure of organization reconstruction、recheck the financial budget system and put the T.Q.M in to practice in order to set up a active learning organization. Finally, making a creative、flexible educational organization through the reconstruction strategies Being a navigator to improve the competitive ability in international society. |
