中文摘要 | 飛航安全是一包含非常廣的研究領域,自飛行器設計、製造、飛安管理、維修、訓練、座艙資源管理(CRM)、飛航管制、氣象、人因工程(Human Factor) 等等。 適航可定義為飛機、糸統、或零組件可安全使用並達到其所設計/預定之功能。 適航可分為初始及後續適航,初始通航(Initial Airworthiness)可定義為航空器(包括飛機、引擎及螺旋槳)自設計開始, 經製造、組裝、試飛、訂定特殊要求 (Special Condition)、及適航限制(Airworthiness Limitation)到頒發型別檢定證 (Type Certificate)為止。而後續適航(Continuing Airworthiness)則自飛機獲得適航證(Airworthiness Certificate) 移交使用者開始,經由維修手段以確保飛行器、系統、或零組件在整個服務年限中符合適航要求。通常籍後續適航或可恢復或維持飛行器、系統、或零組件達到其原來的適航標準,然而服務經驗 (Service Experience) 或失事調查有時可相當程度的顯示出其原來的通航模準,從安全的角度來看並不完備,因此後續適航必須隨時調整其設計標準或飛行器、系統、或零組件的使用年限,以符合新的安全及法規之要求 [1]。本文主要是由適航的角度來探討飛航安全。 |
英文摘要 | Flight safety is a very wide studying area that includes aircraft design, manufacture, safety management, repair, training, cabin resource management (CRM), air traffic control (ATC), weather, human factor etc. Airwor-thiness can be defined as the condition of an item (airplane, system or parts) in which that item operates in a safe manner to accomplish its intended function. Airworthiness can be divided into initial airworthiness and continuing airworthiness. Initial airworthiness can be defined as from the design of aircraft product (including airplane, engine, and propeller), through manu-facturing, assembling, flight test, issuing special conditions and airworthiness limitation to issuing type certificate (TC). After the aircraft receiving airworthiness certificate (AC) and being delivered to operator, the continuing airworthiness begins. Continuing airworthiness can be defined as main-tenance through the full service life of an item to ensure that the item operates in a safe manner to meet its type design standard. Usually, continuing airworthiness processes maintain or restore an airplane, airplane system or parts to the standards established by the original airworthiness processes. Nevertheless, service experience and accident investigation occasionally may indicate that the original standard is not sufficient from the safety aspect, and should be revised. Therefore, extensions or reductions of service life expectations should be considered [1]. This paper is intended to provide an introduction of the relationship between airworthiness and flight safety. |
