中文摘要 | 一九七九年,英國為追求國營企業的經營效率,率先啟動公營企業民營化政策的世界性風潮。一九八四年,我國提出「經濟自由化、國際化、制度化」,揭示「公平」、「效率」兩大目標,隨即推動公營事業民營化的政策,至今已有十幾家公營事業完成民營。尤其是,在二○○一年六月前將另有四十二家公營事業必須完成民營化的目標,再次使得公營事業民營化成為吾人所關注的問題。 從以往公營事業民營化的經驗得知,員工對於民營化的態度為何,經常是公營事業能否順利完成民營化的關鍵,而這其中又以員工權益的妥善保障扮演著決定性的因素。本文即是就現行有關規範公營事業民營化的法律規定,檢討公營事業員工工作權,及其他相關權益之保障規定,提供我國推動公營事業民營化的參考。 |
英文摘要 | Privatization is one of the core topics of public policy in the mid 1980s. The Thatcher government and Reagan government privatized many functions of public agencies to private sector. It is not always an easy job for public enterprise to implement the privatization policy smoothly. Part of the reason impeding the practice of privatization comes from employee's resistant attitudes for fearing their rights are not properly treated and compensated. Therefore, it is a pivotal and urgent task to alleviate employees' resistance by means of designing certain compensation and assisting them to confrom the changes. In this paper, I evaluate the Act of Public Enter prises Privatization in Taiwan and then, propose suggestions on employees' working right and other benefits. It is hope this study can help go-vernment to carry out the privatization plan. |
