中文摘要 | 提升競爭力已漸成為區域及都市發展之重要議題,其中產業用地係提升競爭力之重要因素,本文透過建立產業用地、用地政策與競爭力間互動關係之架構,檢討現行臺灣地區之產業用地政策,分別以四項競爭力指標對產業用地政策內涵(產業型態、規劃提供使用及使用管制、及介入不動產市場之方式)進行檢討,此四項競爭力指標為:(1)提升產業用不動產存量品質、(2)較低廉之用地持有及使用成本、(3)較具彈性之供給及使用管理體制、(4)產業使用空間易於移轉流通及其交易成本低。 |
英文摘要 | Territorial competition has become an important issue for urban and regional development studies. The provision of industrial land is one of the essential elements for the extension of an area's (or a city's) competitiveness. This paper discusses the relationships between industrial land, land policy and territorial competition. An assessment framework with four competition indicators, thus, is established to evaluate current Taiwan's industrial land policies, which include: the pattern of property ownership; panning or land use provision and land use control; and the instruments for the intervention in the operation of property market. Four competition indicators are: (1) the ability to promote the quality of existing stock of industrial land and buildings (2) the ability to keep the costs of holding and using industrial property; (3) much more flexibility mechanisms in providing and managing industrial property, and (4) the easiness of industrial property transaction and keeping the transaction costs in a lower level. |
