中文摘要 | 本文著基於全球化理論中所建構的全球化勞動移民模式之觀察,進一步探索式的檢視區域間外籍勞動力的移入對臺灣整體勞工,產業結構及勞動市場結構的發展所產生的衝擊及影響。在這個脈絡下,藉以探索近幾年來巨量區域移入的外籍勞工及這個結構緩衝器(structural buffering)透過那些轉換機制進而對臺灣勞動市場結構及整體勞工政策的發展產生相應性的響。本文同時論證在全球化勞動移轉的效應,對國家角色及其控管能力所產生的衝擊,並探討國家機器在這波全球化勞動移轉潮流所產生的適應性調整中,如何重新結構其統理機制及因應內在與外在困境而產生選擇與合作性策略的效應。 |
英文摘要 | Drawing upon the demonstration globalization in model of global workers’ immigration, I attempt to make a further investigation into the mutual influence and impact between the recruitment of regional foreign workers and the labor policy, industrial structure and labor market structure in Taiwan. This paper explores the structural buffering (by the extensive recruitment of immigrant workers) by which translate mechanisms have impacted upon the labor market structure and the development of labor welfare policy in Taiwan. I also simultaneously aim to demonstrate how the state has generated some adaptive adjustments to cope with the emerging trend of globalization, and how this has restructure the internal mechanisms of governance and the constraints of both internal and external strategic selectivity and coordination in Taiwan. |
