中文摘要 | 發展學習社會是當前我國中央政府的教育政策目標,也是行政院教改會的建議, 邁向學習社會白皮書就是政府的施政藍圖。學習社會是能在任何時間及任何地點為每個人提 供豐富的終生學習資源的社會。植基於既有的成人教育成就,我國推展終生教育及學習,以 建立學習社會的基礎已逐漸形成。就發展學習社會來說,如何排除學習障礙,特別是為弱勢 族群,應該是其中的根本工作。然睽諸成人及終生教育的實際,吾人仍可發現存在著許多死 角有待解決。為能發展學習社會,形塑助長的條件極為重要。所謂助長的條件係指有助於克 服學習障礙,開闢邁向學習社會大道的有利優勢。在本文中,作者應用文獻分析及檢視成人、 終生教育與學習的實務為方法,由探討全民學習社會的概念著手,進而分析現存的五項有利 條件及五項不利條件,最後臚列十四項可用於形塑全民學習社會的助長條件作為建議。 |
英文摘要 | Developing a learning society has been the major target of present central Government's educational policy and it is also one of the recommendations of the Committee for Educational Reform. The White Paper called "Approaching towards a Learning Society" is the blueprint for policy implementation. A learning society is a society in which abundant resources of lifelong learning for all are available at any time and in any place. Based on the previous adult education achievements, the foundation for promoting lifelong education/learning and a learning society has been gradually formulated. For developing a learning society for all, hwo to get rid of the learning barriers, particularly for the disadvantaged, should be one of the key tasks. Referring to the practices of adult and lifelong education, we can find that there are still some dead corners to be resolved. To achieve a learning society, it is crucial to formulate conditions to foster. Fostering conditions are advantageous strengths that are able to conquer learning obstacles and pave the way for developing a learning society. In this paper, the literature review and examinations of the practices of adult and lifelong education (learning) are used as methodologies. The author discusses the meaning of a learning society for all at first, then analyses the current five advantageous conditions and five disadvantageous conditions and finally lists fourteen fostering conditions as recommendations for formulating a learning society for all. |
