中文摘要 | 國內大學存在極多的問題,人脈文化、山頭林立、泛政治化都是缺乏管理的表象 。根據國際文獻資料顯吾國內整體的學術水準不但大幅落後國際平均值,縱使學術論文刊登 在較高影響係數期刊已有一定數目,但平均層次與水準多年來也汳有明顯進步。極少數公立 大學的學術主管已向國內媒體宣稱該單位己具國際一流潛能與希望,這極不相稱的國內說辭 與國際評比資料已暗示國內學術風氣敗壞。國內大學缺乏歐、美大學特有的教師及相關評鑑 制度是重要原因,而整體科研發展及高等教育嚴重缺乏全方位規劃、專業經理人才及企業化 管理才是問題核心所在。制定及推動一個具深遠影響的制度,必需先了解現有問題、問題相 關性及預期新制度可能產生的結果與景遠。因此本文彙整科技先進國高等教育重要統計資料 及文獻記載的學術評比結果及作法,進而從國內外差異指出末來方向所在。國家最高科研管 理單位其理念與價值觀衝擊其高等教育,國內國科會一直有同儕評鑑作法並建立起相關的學 術及薪資獎勵措施,可是這些努力不但無法有效提昇整體學術,反而淪成學術界的「洗錢機 構」,這些問題是本文檢視重點。良好學術風氣的建立是教師評鑑制度的最基本面,本文陳 述這些問題參考報導科技政策及高教研發代表性刊物 << 自然 >> 及 << 科學 >> 期刊作法 ,針對國內高教問題指出一些優先工作。在建立認知過程中嘗試凝聚共識是本文特色。高等 教育因觀念上偏差所產生的錯誤也在文中有所敘述。科研規劃、管理及高等教育策略等是本 文討論議題,教師及相關評鑑的作法在本文最後有扼要說 |
英文摘要 | There are many problems such as a mesh of human relationship, academic feudalism and pan-politicized cultures, in our higher educational systems. All these symbolize lack of management. According to international research assessment, the average academic quality of Taiwan is far behind that the international average even though more and more local papers were published in high-impact international journals. Few administration heads of our national universities informed local media of their institutes to be international. The contradiction between the former assertion and the international research assessment implies a low ethical standard here. A major reason causing the previous contradiction is the lack of assessment, conducted in European and American universities. However, the key issues of our higher education, are lack of a clear science and technology policy plus higher educational policy, professional managers included. Enacting and implementing a far-reaching regulations, we need to know current problems, their intrications and possilbe impacts in detail. For comparison, collections of important statistics and assessment of international higher education and research are provided. From these, we point out directions for local higher education. The research council of any a government affects her higher education. The National Science Council (NSC) established a peer-review system and a bonus system for academic research. These efforts didn't effectively promote the quality of the local academy. Technically, the local academic societies ransack the NSC for money instead. These subjects will be questioned here. Good practice of academy is the pre-requisite in establishing the performance evaluation of the university faculty. To present these issuew, this work follows the styles of the two highly regarded journals-NATURE and SCIENCE. Trying to form consensus is the main objection of this work. Research plannings, management issues and strategies of higher education are discussed. At the end of this work, method of faculty performance evaluation and of assessment are briefly explained. |
