中文摘要 | 本研究運用結構洞理論探討非營利組織如何在政府、產業與相關組織間扮演橋樑角色,透過個案研究法,以臺灣休閒農業發展協會的成功經驗歸納非營利組織扮演結構洞角色之關鍵因素。研究結果發現休閒農場產業與政府係屬兩個低連結屬性的群體,而臺灣休閒農業發展協會因掌握資訊利益與控制利益,可在兩者間建立依賴及互補的關係,扮演政府與休閒農業產業的橋樑角色;此外,該協會主動與相關組織合作以累積更豐沛的社會資本,更為穩固其社會網絡中之關鍵結構洞的角色。非營利組織為能有效發揮結構洞角色功能,必須進行組織變革。本研究彙整的關鍵因素為:1.會員具備產業代表性;2.會員之間的團結力;3.會員對協會的認同感;4.會員對休閒農業的使命感;5.非營利組織與政府密切的互動關係;6.非營利組織與相關組織緊密的合作關係;7.健全的組織架構;8.理事會對秘書處的信任程度;9.秘書處實施幕僚長制度。本研究結果除可驗證結構洞理論外,並可提供開發中國家農業轉型為觀光產業發展的實務參考。 |
英文摘要 | The current case study takes the Taiwan Leisure Farms Development Association (TLFDA) as an example to indicate how a nonprofit organization could play a role in bridging the relationship between the government, the tourism industry, and other related organizations as described by the structure hole theory; secondly, the study tries to sum up key factors from TLFDA's successful experience to assist future NPOs. The results indicate that the leisure agriculture and the government are two groups with relatively weak ties and that the TLFDA plays a bridging role in establishing a mutual dependent and complementary relationship between the two, holds both information and control benefits, in addition, it also cooperates with relevant organizations to accumulate more social capital and to build more critical and stable structural hole roles. In order to bring structural hole role into full realization, nonprofit organizations must implement organizational change and address the following key factors: the nonprofit organization must maintain industry representation, continually instill a sense of member cohesion, belonging, common goals and mission, ensure on-going trust of the board and uphold government interactions and close connections with relevant organizations, develop a sound organizational structure, council secretariat of the trust, implement a Chief of Staff System. The results of this study may also have implications for other countries undergoing a similar transition. |
