中文摘要 | 屏東縣公共場所無障礙環境檢測為依據「殘障福利法」第廿三條條款之規定,以 及內政部加強推展殘障福利獎助作業要點實施。本文就屏東縣公共場所現有無障礙環境之規 劃、設計等情況,做全盤性之評估,並就實地調查研究之結果提出統計數據、缺失及改進建 議。改進建議之基準,由於我國尚無無障礙環境設計之國家標準,則本檢測係採用我國現行 之「建築技術規則建築設計施工篇」,第十章之公共建築物殘障者使用設施,及美、日之綜 合數據為依據。亦即本檢測之基準容許範圍、容入我國現有之數據及最完善之美國標準和與 臺灣地域環境相似之日本等國之標準為本次檢測之基準。受檢據點之挑選,由屏東縣政府社 會科及屏東縣殘障服務協會,從全縣三十三個所屬鄉鎮,挑選出與殘障者日常生活最密切之 公共場所,如醫療機構、鄉鎮公所、農、漁會及銀行等共 303 個據點單位。 本檢測主要採 用實施現場測量法。檢測評估表之設計依受檢單位之工作性質與殘障者間之關係,以及殘障 者進出受檢單位之動向。規劃出八類殘障者必需之室內、室外共同設施,如停車位、出入口 、斜坡、階梯、公共設備 (公共電話、飲水機、服務櫃臺 )、電梯、盥洗室及浴室。並於各 分類設施中列出所需檢測之細目,依無障礙環境設計之基本需求「安全」、「便利」、「及 近」否及「需要」否;「標準」否,等做為檢測評估之項目。並以以上項目做為決定該受檢 單位是否「有」、「無」該等無障礙之設施。 統計工作則採人工統計方式。計算出 303 個 受檢單位需要多少無障礙的設備;目前有多少個無障礙設施是標準的、不標準的,以及需要 多少、需要那些設施並計算出百分比。總體而言,由於無障礙環境之觀念並非普及,因此, 檢測評估中「無」、「不標準」「不便利」「不及近」、甚至「不安全」的比率佔多數,由 此評估統計結果以負面的居多。在國內無障礙環境的觀念及做法尚屬陌生,因此,建議屏東 縣政府的實際執行設計無障礙環境時,參酌本檢測之評估及建議,使屏東縣境內之無障礙環 境,把握了無障礙環境設計之基本要求 -- 安全、及近、便利、以及一致性。邁出全縣無障 礙環境普及化踏實的第 1 一步。 |
英文摘要 | In compliance with the Handicapped Welfare Law section 23, the central and local governments have a duty under this law to provide handicapped access to the public puildings. All the public buildings should be constructed or altered to insure whenever possible the physically handicapped persons will have ready access to, and use of, such buildings. The field survey uses ANSI A117.1, Japanese standard and Taiwan Prorince Public Building Code, chapter 10, Public Building Accessibility and Usability for Physically Haudicapped People to check and evaluate the current conditions of the facilities barrier-free design in public buildings in Pingtung county. 303 public buildings were chosen by Pingtung county government and Pingtung County Handicapped Service Association together. The survey checking list is designed to meet needs of the handicapped including parking spaces, signage, doors, stairs, ramps, elevators, drinking fountains, telephones, counters, toilet rooms and bathrooms. Meanwhile, the survey gives criteria and suggesions of the barrier-free design in these 303 buildings. Therefore, the government can use the survey to be a reference ot design, construct and alter any buildings or facilities to be accessible to the public. |
