中文摘要 | 鐵、公路、捷運運輸系統在整個內陸運輸系統中佔有一重要的地位,其系統建設 、管理績效之良莠攸關國家社會經濟之正常發展。現行鐵公路與捷運之建設、管理體系錯綜 複雜.各級政府在推動相關計畫時,因組織目標與業務職掌不盡相同.作業程序亦因組織特 性而異,加以缺乏統一性的法令規章制度,使得在整體運作上常有無法協調與不盡完善的現 象.有限的人力、物力與財力資源分散,未能有效統籌規畫運用,導致各項鐵公路建設從規 畫、施工到管理的過程中產生許多亟待解決的課題。本文利用就地取材理論途徑檢討目前公 、鐵路、捷運建設組織體系之問題,並依照政策德菲法的程序提出我國公、鐵路、捷運建設 組織體系所面對之課題.與未來在制度上應興革之意見,從而擬訂可行之制度方案。 |
英文摘要 | The present research explores the feasibility of establishment of integrated managerial system on railroad, roadway, and rapid transit respectively in Taiwan. Current organization~l characteristics on railroad, roadway, and rapid transit are examined. Also, the alternate managerial systems are provided. Grounded theory approach is employed in this study. We analyze the managerial systems from the angle of interorganizational relations vertically and horizontally and from the perspective of policy management. By the Policy Delphi approach, We propose feasible managerial systems on railroad, roadway, and rapid transit in Taiwan so that the efficiency of transportation policy can be attained, and the organizational effectiveness as well. |
