英文摘要 | The principal objective of this study is to investigate the "Carl D. Perkins Vocational and Applied Technology Education Act," passed by U.S. Congress in 1990. The main topics included in this study are the aim of vocation-tecnical education, the funds authorization, the najor programs authorized, the actual changes occured in vocational-technical education, and the implications to education reform in Taiwan, R.O.C. Three major research methods are used in this study--literature survey, documentary analysis, and comparative study. Some significant results which are secured from the application of these methods, are stated as follows: 1. The purpose of this Act is to make the United States more competitive in the world economy by developing more fully the academic and occupational skills of all segments of the population. 2. There are authorized to be appropriated $1,600,000,000 for the fiscal year 1991 and such sums as may be necessary for each of the fiscal years 1992, 1993, 1994 and 1995 for this Act. 3.Among important changes in vocational-technical education are:(1) creation of tech prep education program, and (2) accountability-related performance standards and measures.4. During early 1990s, there were no adverse effects on participation of vocational-technical education, support services offered by high schools, and work opportunities after high school graduation for the special group students. However, there were some disadvantages in entering 2-year and 4-year colleges to this group of students.5. Based upon the views of the respresentative school districts surveyed on the effects on the ability of the 1990 Act to produce quality programs, more than half of the districts rated 16 out of 18 items as "greatty increased" or "increased." Two of these items were rated by "greatly increased" or "increased" by more than 70% of school districts. These two items were: "Use of integration of academic and vocation al-technical courses" and "Your district's program improvement efforts."6. Based upon the findings cited, some recommendations are made for vocational-technical education reform here in Taiwan, R.O.C. |
