中文摘要 | 學校本位經營是二十世紀末歐美教育的主要教育改革策略之一,而國內近年來教育改革發展取向,亦力主朝學校本位經營方向邁進。根基於此,本研究目的旨在利用問卷檢查,以全臺灣各地區各不等規模學校的國民中學教育人員為對象,採分層隨機抽樣的方法,抽取樣本,探討學校本位經營的基本理念,及其在國內國民中學應用的可能性。研究結果顯示:(一)學校本位經營的推行有其必要性,其中權力下放與轉換教育局為協助性角色是大多數國中教育人員的意見;(二)國中教育人員肯定學校本位經營有其可行性,然而研發改革方案力不從心,不知如何運用權力與共同時間的缺乏是主要疑慮;(三)國中教育人員支持預算的自主權;(四)國中教育人員贊同學校本位課程發展;(五)國中教育人員有限度支持人事自主權。根據結論,本研究提出下列建議:(一)宜建立「綜合型」的學校本位經營模式;(二)法令再鬆綁,權力更下放;(三)應調整教育局角色;(四)要減輕教師工作負擔;(五)並推動教師專業成長。 |
英文摘要 | School-based management had been one of the major strategies to improve education in many advanced countries since the last decade of the twentieth century. It is also well recommended as a main trend for educational reform in Taiwan recently. But its impact on schooling has not been documented well in Taiwan. So this study was attempted to explore the applicability of school-based management in Taiwan junior high schools. For this purpose, in addition to literature review, a questionnaire survey was employed to collect data. After analyzing the collected data, the conclusions we reached are: 1.There is a great necessity to implement SBM. 2.There is a great feasibility to implement SBM. 3.The autonomy of school budget is strongly approved at most. 4.However, to school personel affairs, the empowerment is much less approved. 5.School-based curriculum development is responded favourably. Based on the conclusions mentioned above, some suggestions we recommended are as follows: 1.The compromised model of SBM is more appropriate to be adopted. 2.Deregulation and devolution remains to be strengthened. 3.The role of the Bureau of Education must be redefined and readjusted. 4.The load of teachers must be reduced. 5.The professional growth of teachers is to be encouraged. |
