英文摘要 | This study used political decision-making models to examine the process of law making, government decision making, and interaction among related interest groups in Taiwan and U.S. in the development of educational legislation. Base on the analysis of four selected acts, several conclusions may be drawn: 1)the president, interest groups, and legislators were the most influential factors in both America and Taiwan; 2) American education interest groups get deeply involved in vocational education legislation, but interest groups in Taiwan do not; 3)the education legislation leader in America tends to be the interest groups, but in Taiwan, it is the Ministry of Education; 4) independent committees conduct studies prior to the enactment of vocational education legislation in America; 5) Taiwan educational organizations do not become involved in vocational education; 6) the methods of legislative data collection by legislators in Taiwan and America are similar. |
