中文摘要 | 植文首先對科技發展指標的概念性架構予以確立,并指出可靠度、效度、尺度、意義為其評估標準。繼之,綜合中、韓、日、美政府出版的科技年鑑,對各科技活動的統計,分別闡明投入面與產出面的度量意義及其計算方式。最後,對日本所提出的技術能力與技術開發能力的複合指標予以評述,再就開發中國家的特質提出某些修正的建議。 |
英文摘要 | At first, the paper identifies the conceptual framework of scientific and technological (S&T) development and relevant variables, and discusses four criteria that evaluated a measurement system: reliability, validity, scale, and meaningfulness. Then, based on Science and Technology Annuals which published by the government, including U.S.A., Japan, R.O.K. and R.O.C. It examines science indicators from input and output aspects, and describes computational methods of them. After commenting on technological capability index and technological exploitative capability, index that are proposed by Japan, it suggests some amendments on considering developing countries characteristics. |
